High-level Political Forum on Sustainable Development 2016 - Ensuring that no one is left behind
The High-level Political Forum on Sustainable Development is United Nations central platform for the follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, adopted at the United Nations Sustainable Development Summit on 25 September 2015.

The Forum, which adopts a Ministerial Declaration, is expected to provide political leadership, guidance and recommendations on the 2030 Agenda’s implementation and follow-up; keep track of progress of the SDGs; spur coherent policies informed by evidence, science and country experiences; as well as address new and emerging issues.

What happened during HLPF in 2016?
HLPF in 2016 was the first since the adoption of the 2030 Agenda and the SDGs. The session included voluntary reviews of 22 countries and thematic reviews of progress on the Sustainable Development Goals, including cross-cutting issues, supported by reviews by the ECOSOC functional commissions and other inter-governmental bodies and forums.

HLPF also included a range of side events, a Partnership Exchange special event, an SDGs Business Forum, and SDGs Learning, Training and Practice sessions.

How can member States, UN system entities, major groups and other stakeholders participate?
HLPF is the most inclusive and participatory forum at the United Nations, bringing all States Members of the United Nations and States members of specialized agencies together. All people can participate in HLPF through the major groups and other stakeholders format. All stakeholders were also invited to organize side events, and register multi-stakeholder partnerships and voluntary commitments in support of the SDGs.

The adoption of the 2030 Agenda in 2015 marked a watershed year for sustainable development. Its 17 Sustainable Development Goals (SDGs) and 169 targets are expected to stimulate action over the upcoming years in areas of critical importance for humanity and the planet. The High Level Political Forum on Sustainable Development is the central UN platform for the follow-up and review of the new agenda. Led by two renowned thinkers, this opening panel will kick off the 2016 HLPF’s overall assessment of progress and challenges with intellectual inquiries around where we stand at year one. The discussions will be informed also by the Secretary-General’s SDG progress report.

Inclusion is at the core of the 2030 Agenda for Sustainable Development and the inclusive world envisioned in the 2030 Agenda will require innovation in the way policy in all areas, institutions, and technological and financial solutions are conceived and implemented. In this interactive dialogue, panelists will discuss the intersection of the human right to water and sanitation and water justice with poverty eradication, gender equality, hunger eradication, good health, climate action, and sustainable communities. The Agenda 2030 calls for global thematic reviews to be conducted under the High Level Political Forum. Thematic reviews can allow for a crosscutting review of the goals and targets in order to achieve the 2030 Agenda as a package, rather than by looking at progress on individual goals only. To conduct a thematic review in that sense, will require the cooperation of many actors, including between UN Agencies and non-UN actors, in ways that allow for an exchange and an effective integration of different sources of knowledge and expertise. Including civil-society stakeholders in this process can help ensure that thematic reviews will go beyond purely quantitative and scientific assessments towards integrating context related and localized perspectives and knowledge. Including localized knowledge in the general review and follow up of the 2030 Agenda will be essential to safeguard that no one is left behind. This Side Event will invite representatives from Member States, UN Organisations, ministries, science and academia, civil society and the private sector to discuss the potential framing and set-up of an integrated, inclusive and participatory thematic review in support of the HLPF. Drawing onto the mandates and expertise of the hosting organisations and our speakers the event will take on a natural resources framing. Concrete examples, will be presented to better define the specific set-up and feasibility of such reviews and their potential contribution to the HLPF. The options presented can be further developed and applied to other thematic and cross-cutting areas of the 2030 Agenda. This event will discuss the structural changes and public policies needed to promote equity, inclusion and to overcome multiple forms of discrimination in and through education, and its impact on the achievement of other human rights and SDGs. Shortfalls and possible drawbacks will be discussed, to raise awareness of the challenges which must be addressed. We will focus on the inter-sectoral approaches needed to promote dialogue and coordination, recognising the indivisibility and interdependence of all human rights that are reflected across the 17 SDGs. We will pay special attention to inclusive education policies that guarantee gender equality and the fulfillment of the right to education for children, youth and adults living with disabilities.

It is recognized that most countries are already putting in place national development plan and strategies aligned with the Sustainable Development Goals to facilitate their implementation, monitoring and reporting on progress. These systems can be updated to incorporate any new or revised indicators that are identified in the process of tailoring the SDGs to national contexts. This short course will focus on the process of mainstreaming the SDGs into country planning processes and the localization of targets and indicators to fit a country’s needs.

Can the 2030 Agenda be achieved without a global approach to taxes? Can it be assessed without promoting human rights and addressing the responsibilities of the rich and powerful? Can it be reviewed without looking at climate change, illicit financial flows, conflicts, and trade and investment agreements? Can it be measured with a single number? with 300 of them? or we need a new kind of dashboard to monitor sustainability?

These and other questions have been tackled by a global alliance of civil society organizations and networks in their first “Spotlight Report.” The report also focuses on the fulfilment of the 17 goals, with civil society reports from around the world, focusing on inequalities, means of implementation and systemic issues.

Key findings and recommendations will be presented in this launch of the global Spotlight Report.

In the 2030 Agenda for Sustainable Development responsibilities are differentiated, with richer and more powerful countries asked to take the lead in implementing many of the goals and targets; but the responsibilities are also common, requiring all governments to act domestically and multilaterally / as members of the global community.

A number of CSOs from all continents are contributing shadow or spotlight reports to follow-up on their governments efforts to implement the 2030 Agenda. The main focus of the first-year reports has been to devise and discuss methodologies, to monitor governments’ efforts on drafting national implementation plans or strategies and to identify the major obstacles, national and global, that the SDGs will face.

Food security and nutrition are essential for sustainable development. Achieving food security is hereby strongly linked to the presence of sustainable agriculture, adequate climate action and sustainable oceans and terrestrial ecosystems.

The session will identify important inter-linkages among the different nexus areas and enumerate possible threats to agriculture, the climate and the oceans and terrestrial ecosystems which are at the same time negatively affecting food security. The session will elaborate on the necessity of using an integrated approach when dealing with this nexus at the sub-national, national, regional and global level.

The inclusion of a sustainable development goal to promote peaceful and more inclusive societies in the 2030 Agenda marked a significant commitment of the international community that peace, justice and inclusiveness will be critical for the eradication of poverty and the achievement of sustainable development. Inclusiveness is the key word. Mounting evidence has indicated that women and girls are disproportionally affected by poverty. We need to strive for a world in which every woman and girl enjoys full gender equality and all legal, social and economic barriers to their empowerment have been removed. Their empowerment to become productive members of society will have a significant impact in the success of the 2030 Agenda and in the pursuit of the three pillars of sustainable development. Practical experiences will be shared and discussed with the aim to replicate and/or scale up impactful efforts, and start to identify lasting solutions.

The session is organised in support of the function of the high-level political forum on sustainable development to strengthen the science-policy interface. The roundtable will bring together eminent natural and social scientists, government officials, and civil society representatives. The pilot Global Sustainable Development Report 2016 will be presented and lessons drawn from the GSDR process since Rio+20. This session will explore the process of bringing the SDGs to the national level—of adapting the 2030 Agenda to pre-existing national strategies and plans and also, concurrently, of adapting national strategies and plans to the Agenda. This process will take a variety of shapes. Developing countries that can build on their MDG experience will be in a different position from the developed countries for whom domestic implementation of the SDGs means breaking new ground and adopting a new mind set. An open, frank dialogue on the challenges faced, the early wins and the plans for the future will be useful for all Member States. The fact that the private sector, in particular healthcare and pharmaceutical companies, can play a role in achieving the Sustainable Development Goals targets by supporting and delivering UHC is often expressed but rarely examined at a practical level. The exact role that the private sector can play is still unclear. All stakeholders must work together to understand the role that they must play in delivering UHC. For many, this will be a significant change in business as usual.

Communities living in protracted conflict and crises are some of the most marginalized in terms of service from the international community, facing distinct challenges and highly vulnerable to falling into self-perpetuating cycles. In response, the Rome-based UN Committee on World Food Security endorsed the Framework for Action for Food Security and Nutrition in Protracted Crises (FFA) in October, 2015. This event seeks to find a pathway for implementation of the FFA, to address the specific needs of communities in protracted crises in relation to their ability to realize the SDGs.

Each year, 1.25 million people are killed on our roads, and each day, we lose 500 children. 3.7 million people die each year as a result of outdoor air pollution. The side event discuss key issues, solutions, and steps to reduce the toll of road traffic injuries and air pollution, and to promote low carbon transport. The objective of the session is to discuss the features of the new types of integrated planning required to reflect key commitments coming out of long-term and midterm national priority-setting exercises. It will help identify areas that offer opportunities for promoting such an integrated approach to planning and policy-making. Finally, the session will provide space for sharing experiences and good practices from a number of countries that started addressing key inter-linkages between different commitments. Experience sharing will emphasize the importance of accounting for the specificities of the national settings in any priority-setting and planning exercise. Human-Centered Design is a great way of engaging citizens in innovative processes to produce solutions to development challenges.

UNDP Egypt and the Engagement Lab will facilitate a hands-on session where participants learn about global best practices in the use of innovative methodologies to solve local development challenges, including Human-Centered and Game Design Thinking. There will also be a practical workshop to understand the basics of Human Centred Design and Game Design Thinking.

Participants will explore the use of Game Design Thinking as a tool for advancing social change. Games and playful interventions have proven to be successful in motivating positive social change by altering the incentive structure for civic participation and social mobilization all over the world. If designed purposively, the outcomes of games can go well beyond content learning and actually help facilitate personal behaviour change and advocacy.

Over the past 10 years, UNDESA has built capacities in the use of quantitative modelling tools to inform policy makers, with an emphasis on policy options to achieve human development goals, including the MDGs. In doing so, a suite of models has been transferred to a number of Member States from all developing regions. Building on this experience and to meet the challenges posed by the implementation of the 2030 Agenda, UNDESA is strengthening countries’ capacities to address the economic, social and environmental dimensions of sustainable development through the use of a suite of modelling tools accessible in the web-based platform “Modelling Tools for Sustainable Development”.

The website, powered by UNITE Ideas of UN OICT, and developed by UNDESA in collaboration with the Royal Institute of Technology of Sweden (KTH), the International Atomic Energy Agency (IAEA) and the International Policy Centre for Inclusive Growth (IPC-Brazil), showcases a set of modelling tools and visualizations that illustrate and assist the analysis of policy strategies and the interlinkages, trade-offs and synergies that characterise sustainable development. The event will present the latest updates to the modelling tools platform and focus will be provided to four tools: 1) Fuel Tax and Development; 2) the Growth and Social Inclusion, 3) Universal Access to Electricity, and 4) the Climate, Land use, Energy and Water strategies. Mr. Lenni Montiel, ASG for Economic Development will provide opening remarks and announce the winner of the #Electricity4All Python Challenge that DESA, in collaboration with OICT, launched to optimise the Universal Access to Electrification tool.

In working towards the objective of leaving no one behind, the 2030 Agenda affirms the importance of reaching “the furthest behind first”. This calls for addressing poverty, and particularly extreme poverty, as well as groups that are vulnerable, including, children, youth, persons with disabilities (of whom more than 80% live in poverty), people living with HIV/AIDS, older persons, indigenous peoples, refugees and internally displaced persons and migrants as well as people living in areas affected by complex humanitarian emergencies.
This session will bring together different perspectives on how to overcome the challenges of the most vulnerable in order to ensure their inclusion in the benefits of economic growth, advances in social development and environmental protection. It will provide an opportunity for government representatives to discuss experiences and strategies for reaching the most vulnerable and for experts and representatives of vulnerable groups to provide insights from their own perspectives.

In addressing the relationship between climate change and inequalities, the discussion in this side event will addresses the non-climatic factors that make poor and marginalised people more susceptible, vulnerable and exposed to climate hazards. Through an emphasis on building climate change resilience, the event aims at highlighting the efforts that are required to reduce structural inequalities that undermine adaptation and mitigation responses to climate change, and the need for integrated and coherent approaches in the implementation of policies to achieve the goals proposed in the 2030 agenda for Sustainable Development as a way to ensure that no one is left behind. This event will open the discussion of the contributions of the World Economic and Social Survey 2016 and the best ways to move forward in building resilience to climate change as an opportunity to reduce inequalities.
