One of a series of consultation meetings being held in 2013, the Global Consultation on Sustainable Transport was organized around the Regional EST Forum in Asia to engage ministries of environment, health, and transport in considering how sustainable transport can contribute to sustainable development and be best integrated in the post 2015 goal framework associated targets and indicators.

Participants in the 25 April Global Consultation Meeting on Sustainable Transport in the Post-2015 Development Framework:
• Underscored the need for transport to be well represented in the post 2015 goal framework for sustainable development to maintain and build on the Rio+20 momentum on Sustainable Transport
• Agreed on having either a separate SDG on sustainable transport, or a combined one with Energy and Water – Universal Access to Safe, Clean and Affordable Energy, Transport and Water for All
• Supported dedicated focus on sustainable transport through three global targets on: Access, Road Safety and Emissions, which are to be translated into the specific context of individual countries
• Called for development of more detailed indicators to operationalize the three targets
• Emphasized the need to develop appropriate enabling Means of Implementation
• Encouraged a better linkage and integration with other processes at global and regional level
• Acknowledged the important role that regional Environmentally Sustainable Transport Forums can play in promoting and implementing the integration of EST in the post-2015 goal framework on sustainable development.

The Seventh Regional EST Forum in Asia (http://www.uncrd.or.jp/env/7thregional-est-forum/index.htm) was held from 23 to 25 April 2013 at The Westin Resort Nusa Dua, Bali, Indonesia. The Forum is integrated with the First Global Meeting on Sustainable Transport. The integrated event was co-organized by The Ministry of Transportation of the Government of Indonesia (MOT-Indonesia), Ministry of the Environment of the Government of Japan (MOE-Japan), and United Nations Centre for Regional Development (UNCRD).

Over the past decade, Africa has been experiencing tremendous economic dynamism and growth: seven of the world’s ten fastest-growing countries are in Africa; the continent’s economic output has more than tripled; and average economic growth is expected to be 4.8

Transport is a core sector for Africa’s economic development. Growth-inducing, it enables goods to move across regions and within countries. It provides farmers with access to markets and the means to export their products and to fulfill demand in other parts of the continent as well as in Europe and Asia. Transport also enables people to go where jobs and services are.

Choices made today about transport systems and the provision of infrastructure will frame development patterns for the next thirty years and play a defining role in ending poverty. So how transport develops within cities and across the continent is critical for the kind of development that Africa generates and the degree of economic growth it achieves.

The Africa Transport Policy Program (SSATP) is mounting a new effort to meet with stakeholders across Africa to discuss the concept of sustainable transport, identify innovative solutions, and position transport in the greater sustainability agenda. The continent has a unique opportunity to create environmentally sustainable transport networks as part of its development strategy. In taking the next step forward, SSATP is planning to host in 2014 an Environmentally Sustainable Transport Forum for Africa (EST-Africa). This will be the first EST Forum in Africa following the EST forums in Asia and Latin America. This first forum will focus on the challenges facing sustainable development of the transport sector so that it can meet long-term development goals.

EST-Africa will provide an opportunity for regional cooperation and the exchange of best practices. The goal is to increase understanding of the benefits of building sustainable, rather than carbon-hungry, transport networks. EST-Africa will help African governments achieve solid economic growth, increase their capacity to develop sustainable transport systems, and build greater climate resilience.

Africa Transport Policy Program (SSATP) Builds Momentum Towards an Environmentally Sustainable Transport Forum for Africa | www.slocat.net

Whereas the Rio+20 Conference laid the foundation and charted the overall course for the desirable and needed policy action towards “The Future We Want”, the challenges ahead lie in rapidly and effectively implementing the above mentioned decisions. The Berlin High-level Dialogue on Implementing Rio+20 Decisions on Sustainable Cities and Urban Transport will coincide with the first anniversary of the Rio+20 Conference. The Berlin High-level Dialogue will also coincide with the 2013 Global Forum on Human Settlements and Awards Ceremony (GFHS).

The main objectives of the dialogue are to (a) highlight proven sustainable urban planning and transport policies and measures, (b) identify good and best practices in this regard, and (c) facilitate capacity building through national and international exchanges of information and experiences among relevant practitioners, experts and policy makers, in particular from developing countries. Whereas the High-level Dialogue is not a formal inter-governmental meeting, it provides a forum for national, regional and global information exchange and consultations among stakeholders, experts and decision makers.

United Nations Secretary-General Ban Ki-Moon recently announced a Five Year Action Plan for his second term in office (2012-2016). Transport was identified as one of the six main building blocks for achieving sustainable development. The Secretary-General announced his intention to “convene aviation, marine, ferry, rail, road and urban public transport providers, along with Governments and investors, to develop and take action on recommendations for more sustainable transport systems that can address rising congestion and pollution worldwide, particularly in urban areas.” The Berlin High-level Dialogue on Implementing Rio+20 Decisions on Sustainable Cities and Urban Transport will provide an important contribution to this process.

Sustainable livestock production, of which animal welfare is an integral part, is an example of a comprehensive approach to development and an effective way of achieving the desired objectives of food security, social stability and environmental sustainability as well as promoting job creation and equitable economic growth. Over one billion of the poorest people on the planet depend on their animals as their main source of livelihood and food security. In other words, their animals are their main productive asset and this should be considered by the Open Working Group on the elaboration of the SDGs.

SUSTAINABLE TRANSPORT: A KEY BUILDING BLOCK FOR THE POST 2015 DEVELOPMENT FRAMEWORK AND SDG'S

• The Rio+20 Outcome Document, The Future We Want, reconfirms the importance of eradication of poverty and the need for sustained, inclusive and equitable growth. It notes that, “transportation and mobility are central to sustainable development” (Par.132-133). It recognizes affordable and sustainable transport is vital to sustainable cities, as well as the need for energy efficiency measures in urban planning, building, and transportation, as part of integrated planning and management (Par.128, 134).

• While unmanaged motorization policies may bring short-lived economic and social gains from additional transport infrastructure, research shows that a large part of these positive benefits are quickly offset by a loss of productivity due to increased congestion, accidents, air pollution and climate change. These cost several points of most countries’ GDP, affecting in particular the most vulnerable and poor.
• Inclusion of sustainable, low carbon transport in the post-2015 development framework and SDGs will stimulate the development of needed enabling policies, regulatory and financing frameworks at the local and national level and support timely implementation of the 17 Rio+20 Voluntary Commitments on Sustainable Transport, including the USD$175 billion decade long commitment by the 8 largest multilateral development banks at Rio+20 for more sustainable, low carbon transport.

WHAT ARE KEY MESSAGES ON TRANSPORT?

• Sustainable Transport enables access to jobs, goods and services that support equitable development while limiting short and long-term adverse environmental, social and economic consequences.

• Achievement of sustainable transport can be realized through “ Avoid-Shift-Improve “(ASI) approach, which aims to: (1) improve access to jobs, goods and services while enabling users to Avoid motorized trips by smarter land use and logistics planning; (2) Shift the transport of goods and persons to the most efficient mode; and (3) Improve the efficiency and environmental performance of transport systems by improved vehicle, fuel, and network operations and management technologies.

• All elements of the ASI Approach have been tested at scale.

• The IEA estimated that global adoption of ASI based policies in the development of transport infrastructure would realize a USD$30 trillion in savings in vehicle and fuel expenditures and a USD$20 trillion in infrastructure savings giving a net savings of USD$50 trillion by 2050.

• The ASI approach provides multiple additional co-benefits and cost savings related to road safety, air pollution, climate change, fuel subsidies removal, universal accessibility and green freight, serving multiple constituencies of civil society and business.

HOW CAN SUSTAINABLE TRANSP[ORT BEST BE INTEGRATED IN THE POST 2015 DEVELOPMENT FRAMEWORK?

• The MDGs have a strong focus on social development. The post-2015 development framework and any SDGs, should find ways to focus on sustainable transport, along with other key enabling economic sectors like energy and agriculture, as it emphasizes the role of these sectors in poverty alleviation.

• In many countries transport is a larger economic sector than energy. Transport activities go well beyond city borders. Transport has its own institutions, policies and budgets. With these attributes, treating transport as a subsector of energy or cities, as some suggest, will hamper transport sustainability reform.

• In recognition of the importance of transport as an economic activity and its importance in realizing sustainable development, a dedicated sustainable transport SDG is proposed: “Universal Access to Safe, Clean and Affordable Transport,” for which various relevant goals, targets, and indicators are suggested. These should also be reflected where appropriate in other SDGs on energy, cities, health, education, agriculture, etc., given the crosscutting nature of transport. Acknowledging the important contribution of sustainable transport to the post-2015 development agenda and SDGs is also important to raising the profile of transport in ongoing discussions on a new post-2020 global agreement on climate change.

The Partnership on Sustainable, Low Carbon Transport (SLocaT) - http://www.slocat.net has submitted an open letter to the High Level Panel of Eminent Persons on the post 2015 Development Agenda calling for the integration of sustainable, low carbon transport in the post-2015 Development Agenda as well as possible SDGs.
