Ministry of the Environment and the Ministry of Trade and Industry led the national process on sustainable consumption and production (SCP) in 2005. The SCP programme was approved by the government as an integrated part of the National Sustainable Development Strategy in 2006. Actions that have been carried out on the basis of the national SCP programme are e.g. establishing a material efficiency service centre; defining long-term policy guidelines to reshape the taxation system; initiating material- and energy efficiency dialogues; assessing the environmental impact of material flows related to consumption and production, and greening public administration. Public procurement has a huge potential, because the volume of public expenditure is big. Being a pioneer and setting an example sends also a message to private actors and consumers and encourages enterprises to produce more sustainable solutions.
