The Resilient Cities and Nations Collaborative Platform will advance UNISDR's mission to increase the capacities of nations and cities to reduce disaster risk through a global, real-time, open knowledge-sharing exchange. The result will empower local and national governments and individuals to make decisions that advance sustainable development actions, policies and resource allocations, increase resilience to present and future threats, and strengthen local-level inputs to the Post-2015 HFA Framework. The Platform will also represent a wider recognition by the United Nations of the importance of connecting people and building partnerships toward the goal of improving livelihoods across the world.

Development and deployment of the Platform will take a Modular approach, divided into Four Modules over 4 years. Priority will be placed on improving existing capabilities, database management, and the access to, and utilization of, current DRR tools and resources available through the PreventionWeb and the Making Cities Resilient Campaign websites. An Advisory Board comprising multiple stakeholder partners with expertise and capabilities in this field will be created to provide guidance on developing the Platform. UNISDR will launch an Innovation Competition to solicit ideas from multiple sources, including universities and the private sector. The winner[s] will be selected by an independent jury and will join the Advisory Board to develop the ToR for a Tender process to procure a technology development supplier[s]. We anticipate further input and support from UNISDR's existing public-private sector partnerships and donors. The Platform will utilize the technology market's current strengths in database management, search functionalities, web-based marketing and conferencing facilities, and cloud computing, while accounting for current limitations in online translation, privacy and security issues, and other complexities associated with user-based and social media websites. Quality control and data cleansing could be overseen by a revolving Advisory Group, which could include a full-time, dedicated moderator/facilitator.
