Succeeding the Millennium Development Goals and building on the outcome of the Rio+20 Conference, the post-2015 sustainable development agenda will serve as a framework for global development efforts after 2015. The post-2015 education agenda, which is integral part of the sustainable development agenda, was developed through a broad and inclusive consultative process.

These broad-based and inclusive consultations, which included the UN Thematic consultation on Education in the post-2015 development agenda co-led by UNESCO and UNICEF, were notably conducted through the existing EFA coordination mechanisms at sub-regional, regional and global levels. They culminated in the Muscat Agreement, adopted at the 2014 Global EFA Meeting in Oman. This agreement represents the shared comprehensive vision on education post-2015 of the international education community. This joint position has largely informed the discussion on education targets of the Open Working Group on Sustainable Development Goals (OWG).


A Framework for Action will be developed to provide support and guidance on the coordination, implementation, governance, financing, monitoring and reporting mechanisms of the post-2015 education agenda at global, regional and national levels.

A draft version of the Framework for Action will be presented and discussed at the World Education Forum 2015, and agreed upon in principle, pending the outcomes of the UN Special Summit on Sustainable Development in September 2015. Subsequently necessary adjustments will be made by the Education for All Steering Committee in order to reflect the outcomes of upcoming milestone events including the third Conference on Financing for Development (Addis Ababa), the International Summit on Education for Development (Oslo) and the UN Special Summit on Sustainable Development in September 2015 (New York).

The final version is expected to be adopted during a special meeting to be organized alongside the 38th session of the General Conference of UNESCO in October/November 2015.
