UN-Indikatoren für eine nachhaltige Entwicklung
Das Kapitel 40 der Agenda 21 fordert die Entwicklung von Indikatoren für nachhaltige Entwicklung. Daher soll das Arbeitsprogramm der Kommission für nachhaltige Entwicklung in Bezug auf Indikatoren zur freiwilligen Verwendung auf nationaler Ebene bis zum Jahr 2000 in einem praktikablen und akzeptierten Set von Indikatoren resultieren, das den länderspezifischen Bedingungen angepasst ist und eine beschränkte Zahl von aggregierten Indikatoren einschließt. Solche Nachhaltigkeitsindikatoren, die wo erforderlich sektorspezifische Indikatoren und besondere nationale Bedingungen einschließen, sollen eine zentrale Rolle im Prozess zur Beobachtung nachhaltiger Entwicklung auf nationalem Niveau spielen und soweit möglich, die nationale Berichterstattung erleichtern.
Um dieses Ziel zu erreichen, wird bis Dezember 1999 eine Testphase durchgeführt, mit der eine Bewertung und Evaluierung der Effizienz und Effektivität der vorläufigen - als CSD Arbeitsliste vom August 1996 erhältlichen - Liste von 134 Indikatoren versucht wird. Diese Liste enthält ein Menü von Indikatoren, aus dem die freiwillig testenden Länder entsprechend ihrer nationalen Zielsetzungen und Prioritäten für nachhaltige Entwicklung auswählen können.
Chapter 40 of Agenda 21 calls for the development of indicators for sustainable development. Therefore the work programme of the Commission of sustainable development on indicators should result in a practicable and agreed set of indicators, suited to country-specific conditions, including a limited number of aggregated indicators, to be used at the national level, on a voluntary basis, by the year 2000. Such indicators of sustainable development, including, where appropriate, and subject to nationally specific conditions, sector-specific ones, should play an important role in monitoring progress towards sustainable development at the national level and in facilitating national reporting, as appropriate.
In order to meet this goal a testing phase is ongoing till December 1999 and will attempt to assess and evaluate the efficiency and effectiveness of the preliminary list of 134 indicators available from the CSD working list as of August 1996. This list provides a menu of indicators from which countries voluntary testing can choose according to national goals, targets and priorities for sustainable development.
