Reducing industrial pollution in Dong Nai

Description Dong Nai Province, and the city of Bien Hoa in particular, is one of the most industrialised areas in the south of Viet Nam and will continue to grow very rapidly. The Government has recognised that the industrial pollution is already a serious problem with uncontrolled water pollution being a possible threat to the water supply of Ho Chi Minh City, with uncontrolled air pollution threatening human health and with no facilities for the safe disposal of solid and hazardous wastes. UNIDO’s project upgraded the capacity of the Department of Science, Technology and Environment (DOSTE) to assess and mitigate industrial environmental pollution in the most cost-effective manner.

Results Achieved A broad environmental quality management plan that addresses water, air and land pollution problems was prepared and submitted to provincial authorities; Approximately ten DOSTE staff members were trained to assess the environmental impacts of water and air pollutants and carry out standard regulatory functions, primarily environmental licensing and compliance monitoring; Pollutant reductions at four major industrial plants were implemented as a result of cleaner production audits.

Lessons Learned

Building capacity for multimedia industrial environmental management is an essential but time and resource intensive task. Mitigation of pollution is limited in the absence of an effective regulatory programme and appropriate pricing of input materials.
