Following a mandate from the Rio + 20 Summit, the Intergovernmental Committee of Experts on Sustainable Development Financing (ICESDF), comprising 30 experts nominated by regional groups, was established by the UN General Assembly in June 2013. ICESDF is charged with producing a report proposing options on an effective sustainable development financing strategy to facilitate the mobilization of resources and their effective use in achieving sustainable development objectives. The Committee is mandated to undertake open and broad consultations with relevant stakeholders, including those in developing regions, for this purpose. The committee is co-chaired by Ambassador Pertti Majanen from Finland and Mr. Mansur Muhtar from Nigeria.

During the Twenty-Second Ordinary Session of the African Union Summit, January 2014, the work of ICESDF was explicitly acknowledged in the draft Common African Position (CAP) on the Post-2015 Development Agenda, presented to the African Heads of State by Her Excellency Mrs Ellen Johnson Sirleaf, Chairperson of the High Level Committee on the Post-2015 Development Agenda (HLC). Furthermore, Pillar Five of CAP, “Financing and Partnerships”, affirms the importance of existing and emerging financing commitments and sources necessary to achieve sustainable and inclusive development in Africa, post-2015.

The success of ICESDF will depend on its ability to fully capture and integrate Africa’s financing needs to ensure its report constitutes a positive and constructive input into the subsequent inter-governmental negotiation process. In this context, a two-day outreach to garner the views of African stakeholders, including civil society and the private sector, is being organized by UNECA, in collaboration with UNDESA and UN-NGLS, from 2-3rd May 2014 at UNECA in Addis Ababa, Ethiopia. In order to ensure continuity and progression of CAP, it is envisaged that the HLC will play an important role in this Outreach process.
