Qatar has been a long-standing donor and player in international cooperation, many of the Qatari NGOs and other institutions have played a key role in responding to global developmental challenges and humanitarian needs. Today, COVID-19 is revealing the fragility of our health, education or economic systems, with a more severe impact on fragile and conflict-affected states. This calls for urgent action to explore effective approaches to ensure better recovery and build resilience to future shocks, drawing from the lessons of the current crisis, with focus on building the resilience of the most vulnerable. It is therefore fundamental that the international community is able to prevent, mitigate, and respond effectively to shocks. The panel will address the rise of local hubs of aid groups and community-led initiatives and the power of grass-root movements during Such times, justifying the urgent need for localization frameworks in fragile countries that would enable locally-led humanitarian response.
