Information on the purpose of your organization

Province of Potenza is a local Public Authority (Local Government) having different aims and purposes related to the
local provincial context. At the provincial scale, they cover: viability and transport, high-school education management
and organization, environment (soil, water and air protection and management), social, cultural, territorial (economy,
energy, etc) policies, welfare, etc. In the fields of land-use management/governance and civil protection, its main aims
are to integrate the Sustainable and Resilient development and Disaster Risk Reduction policies in the local land-use
activities, by acting also through the coordination of the municipal urban plans (Province of Potenza has the
coordination of 100 Municipalities under its jurisdiction).
The Province of Potenza actively participated in the following conferences and activities:
- 3WCDRR Preparatory Meetings (1 Geneva, 2 Geneva, 3 Sendai);
- GAR15 preparation;
- UNISDR Making cities Resilient Campaign Steering Committee (Manchester, UK, sept 2014);
- 3^ World Conference on Disaster Risk Reduction 2015, Sendai, Japan (march 2015): the Province participated in different activities, in particular, the President was a panelist in the High Level Political Debate on Inclusive Resilience;
- MedCOP21, Marseille, France (June 2015);
- Post-2015 Sustainable Development Agenda Consultations (UN Headquarters, New York, June 2015), and delivered the LAMG statements to co-faciliators (available for downloading on the statements section of the UN-NGLS website);
- Mr. Alessandro Attolico, Executive Director of the Territorial Planning and Civil Protection Office, has been involved as component of the Steering Committees and of the Speakers' Selection Committees for the May, June, July 2015 consultations and for the September Summit Round Tables.
- Mr. Alessandro Attolico, Executive Director of the Territorial Planning and Civil Protection Office, participated as panelist in many international Conferences for participating the Resilience strategy and implementation to wider international audiences.

Information on your programmes and activities in areas relevant to the subject of the Summit and in which country or counties they are carried out.
Province of Potenza (Italy) carried out different programmes and activities in areas relevant to the scope of the World
Summit. A brief description of the main activities is provided hereafter.
During the last years, Province of Potenza has been involved in the construction of the first Provincial Civil Protection
System (2004), working in particular with Municipalities, Volunteers and all the local, regional and national actors of
the civil protection system. At this regard, we produced also two planning documents (the Provincial Risk
Assessment/Mitigation Plan and the Emergency Management Plan) which synthesize the provincial ?system?,
providing also a response to the 10 Essentials of the UN ?Making Cities Resilient? Campaign. An important output of
this coordination activity is the starting of the realization of an institutional network among the Province and
Municipalities aimed in supporting them in the construction of local Sustainable and Resilient Local Systems. From the monitoring side, Province of Potenza has been involved in the realization of the Provincial Seismic Instrumental Network for the seismic risk assessment. This network has been included into the National Seismic Network of the Civil Protection
Department by means of a specific protocol.
In 2013, Province of Potenza adopted the Provincial Master Plan (Territorial Coordination Plan, TCP) whose aims are to draw the local governmental proposals for the Sustainable development of the provincial territory (in relation to the regional/national and interregional programs) and, in particular, to provide guidelines to the local actors (including Communities, private sector and Municipalities) for the correct and sustainable use of the territory. An important role is played by the territorial risks and by the effects they may have on the communities in case of disasters. Province of Potenza is mostly characterized by all the mayor natural risks and the potential impacts of disasters on the community are very serious. For this reason, an important section is dedicated to the risk assessment/management and to the mitigation activities as important actions to be performed also at the urban level.
An innovative aspect of this planning activity is the proposal of implementing the ?Resilience of Communities? policy in
sustainable territorial planning, by introducing risks-mitigation rules, directives and recommendations (also providing technical,
organizational and knowledge support) to be applied to the local and urban planning and strategic actions in order to
involve the local actors, the private sector and the community itself in the resilience?s implementation processes. The Resilience is intended by the combination of the three main territorial issues: Sustainable Development, Disaster Risk Reduction and Climate Changes contrasting policies and is implemented through a comprehensive massive networking action with its 100 Municipalities and communities, having a coordination with a wide-area approach. For its engagement in Resilience policy making processes, the Province of Potenza has been acknowledged by the UNISDR as a World Role Model for Inclusive Resilience and Territorial Safety in Jan 2015.
