Introduction of NNDSWO
Nepal National Dalit Social Welfare Organization (NNDSWO), established in 1982, is a credible and experience national level NGO working with Dalit and most vulnerable groups for last 32 years. It is also recognized as a trend setter organization in Dalit rights movement. It has wider and grass-roots level outreach across the country having its district chapters in 72 out of 75 districts. It works in a decentralized manner through its relatively autonomous district chapters.
Human Rights?non-discrimination and social justice, Democratic Governance?inclusion/participation and accountability, Education and Livelihood Empowerment for generating evidences to advocate ESCR are core thematic areas of NNDSWO. Gender equality, peace and conflict transformation, youth empowerment, are major crosscutting themes. It adopts Human Rights Based Approach (HRBA) to development in its all interventions. Together for change ? alliance approach is an applied and re-affirmed strategic approach. Promotion of programme approach and strategic partnership, building local capacity and result-based management are other strategic approaches.
Institutional good governance of NNDSWO is enabled by systematic working processes and procedures guided by more than 10 ?policies and regulations?. NNDSWO?s management is enabled by enthusiastic, committed and dedicated staffs having diverse competency. The Central Executive Committee having long experience in Dalit rights movement is competent to provide strategic leadership. NNDSWO has successfully worked with dozens of national and international organizations and donors. Currently it has been implementing 13 projects in partnership with CRA, DCA, Etela Tapiola High School, Finland, EU, EU/British Council, FCA, GF, IFES, NED, Save the Children, Stromme Foundation, UN OHCHR, and UNDP/RoLHR across all regions, ecological belts and national level.

Programme Themes and Strategic Objectives
1. Human Rights-Non-discrimination and access to justice
Strategic Objective 1: Caste-based discrimination and untouchability addressed from human rights and social justice perspectives at all levels enabling Dalit and vulnerable groups to experience greater respect and equality in their day-to-day life.
NNDSWO works for the promotion and protection of human rights of Dalit and vulnerable groups. It will give a particular focus on right to non-discrimination and access to justice during this strategic period. The intervention will be dedicated to combat caste based discrimination and untouchability practices, and for enhancing equal access to justice for the persons negatively affected by caste-based discrimination. In addition, NNDSWO will simultaneously intervene the issues of gender based discrimination and facilitate for enhancing equitable access of women to justice.
2. Democratic Governance- Inclusion and Accountability
Strategic Objective 2: Increased voice and participation of Dalit and vulnerable groups in decision making at different levels.
NNDSWO?s intervention on Democratic Governance- Inclusion and Accountability will lead to the change in behaviour and actions of duty bearers and concerned stakeholders including people for strengthening democratic governance. The particular focus will go towards making decision-making bodies more caste and diversity sensitive and responsive to their duties, and hold them accountable towards inclusive approach. This will further promote the participation of Dalit and excluded groups in decision making and governance processes.
3. Education-Access to education and life skills
Strategic Objective 3: Improved educational status and life skills of Dalit and vulnerable children, adolescents, and youths in target areas.

NNDSWO?s intervention on education aims to furthering right to education of Dalit and vulnerable groups both through formal and non-formal way. Intervention for formal education mainly aims to increasing school enrolment, retention and survival rates, and improving learning achievements of target groups. Providing scholarship package and connecting those needy to government and private scholarship schemes will help in advancing this aim. It will also facilitate for promoting child rights, engaging parents and school management for better school governance and reducing child marriages and child abuses in a complementary manner. The intervention of non-formal education will focus on rights based empowerment of target groups and strengthen life skills of adolescents and youths.
4. Livelihood
Strategic Objective-4: Increased household income and improved food security of target groups.
The livelihood intervention will focus on household level income generation by improving livelihood activities and reducing the vulnerability of target groups. In order to make the livelihood outcomes sustainable, it will be complemented by HRBA. The activities under disaster will result in understanding vulnerability context, mitigation measures and reducing the vulnerability of target groups. The interventions focused on increasing access to water and sanitation will improve the living condition with increased awareness and practices on health and hygiene. The activities focused on social protection will increase access to information on social protection schemes of the government and empower them to claim the services.
Information on activities at the national or international levels
National and International level:
Human Rights Magna Meet, a joint forum of 103 organizations including INGOs marked the International Human Rights Day (10 December 2010) by organizing one week long different activities in Kathmandu and across the country. The campaign concluded with Human Rights Declaration 2010 where the issues of Dalits were highlighted with high priority. In this campaign there were five organizations as the promoters, the coordinating body of Magna Meet, and NNDSWO was one of them.
NNDSWO jointly with 22 organizations of 13 countries working on the issue of ?discrimination based on work and descent? organized Conference on Decade of Dalit Rights UN with a slogan ?Tear Down the Barriers of Caste? from 24 to 28 June 2011 in Geneva Switzerland. The conference made a declaration ?2011-20: Decisive Decade against Discrimination based on Work and Descent? Declared the Decade of Dalit Rights UN (2011-2020) from. NNDSWO was one of the organizers. This conference has amplified the voices of Dalits, Marginalized community and Minority groups in international panorama.
NNDSWO, under the NGO coalition of Nepal, submitted NGO report to Universal Periodic Report (UPR) and attended UPR session as well as organized side events jointly with other organizations. NNDSWO distributed a pamphlet to the participants/ representatives of different countries to UPR and lobbied to the mission of different countries to make recommendations about the issues of Dalit. As the result, the delegation of Nepal received 98 recommendations regarding the human rights issues and situation of Dalits in Nepal. The delegation also acknowledged the issues during Nepal?s UPR process (interactive dialogue) in January and accepted most of the issues in June in Geneva, Switzerland. As a positive note; government of Nepal committed to pass the Draft bill of Caste Based Discrimination and Untouchability (Crime and Punishment) 2068, by due course of time (30 June 2011).

NNDSWO is engaging with Durban Review Conference (DRC) 2009, Minority Rights forums, different activities of OHCHR, attending Human Rights Council Meetings and engaging with various Special Rapportuers /Mandate holders, UNISDR etc. In addition, NNDSWO is engaging with EU and World Bank for ensuring Dalit rights in their respective provisions, plans and program.
