This document was prepared for the U.S. Environmental Protection Agency by ICF International. As part of the development of this document, one-day workshops were conducted at the Southwestern Pennsylvania Commission (in Pittsburgh, Pennsylvania) and the Mid-America Regional Council (in Kansas City, Missouri). The assistance from these agencies in organizing the workshops and providing comments on the draft guidebook is appreciated.
