Solar Light Distribution Program
Description/achievement of initiative

LTBLI has a 3-tiered programmatic structure. We raise awareness about Energy Poverty in the US and in low-resource communities in sub-Saharan Africa. We solar-electrify prioritized off-grid Health Centers in Uganda. We distribute pico solar lights to off-grid people living in extreme poverty who are in one or more of our M.O.D.E.S. (Mothers, Orphans, People living with Disabilities, Elders, Students). All programs promote health and wellbeing, increase access to affordable and clean energy, catalyze climate action, and build professional partnerships and capacity. Let There Be Light International’s programming engages local community development organizations as distribution partners and utilizes established social service delivery channels to identify and target solar light recipients, creating practical solutions for getting started on achieving SDGs 3, 7, 13, and 17.

Implementation methodologies

Utilizing existing social service delivery channels, Let There Be Light International facilitates the distribution of low-cost, high-impact solar lights to vetted community members in Uganda and Malawi. To refine programming and inform donors, Let There Be Light International and distribution partners use pre- and post- solar light distribution data including: individual and community lighting need; demographic information; health, safety, economic, and wellbeing indicators; knowledge about renewable energy in general and solar lights in particular; and satisfaction levels relevant to lighting.

Arrangements for Capacity-Building and Technology Transfer

Let There Be Light International trains field workers and directors about data collection, best practices, and evaluation. We are equipping our distribution partners with the knowledge and capacity to implement efficient and effective interventions and to professionally present their findings at conferences and SDG meetings. At present, we are training our Ugandan and Malawian partners on web-based data collection platforms and are rolling out a tablet computer data collection platform in September 2016.

Coordination mechanisms/governance structure

Since 2014, Let There Be Light International (LTBLI) and Kyosiga Community Christian Association for Development (KACCAD) have partnered to demonstrate how a solar light donation program can enhance socially inclusive development through a replicable, basic energy access intervention. Follow-up studies include a pre/post solar impact survey of 804 beneficiaries examining lighting expenditures, health and safety impacts, and demographic data disaggregated by gender, disability status, geography, and age. Other studies looked at longitudinal impacts on healthcare access and delivery rates after the solar-electrification of off-grid community health clinics in the Gomba District of Uganda. Results of the follow-up household survey indicate that programs utilizing existing commercial supply chain and social service delivery channels to purchase and distribute entry-level low-cost solar lights are well-positioned to impact multiple Sustainable Development Goals. Health Clinic impacts included higher rates of on-time reporting, staff retention, attended birth rates, and longer hours of community-based clinic operation. The initiative is governed by Let There Be Light International's policies and usage agreements and is implemented by our partner NGOs in-country.
