Description/achievement of initiative
According to the Executive Decision of European Council on Tourism and Trade President the methodology for awarding WORLD CAPITAL OF CULTURE AND TOURISM had being subsequently changed as to include the compliance to SUSTAINABLE DEVELOPMENT GOALS numbers 4, 6,8, 14,17.
The candidates city administration for World Capital of Culture and Tourism status will have to create a working paper outlining the sustainable development goals to be achieved after receiving the status and the main focus of activities such as: job creation, economic grants for tourism activities, measures for inclusion of social categories in the development plans.
Implementation methodologies
First phase: SDG Proposal Plan
The candidates city administration for World Capital of Culture and Tourism status will have to create a working paper outlining the sustainable development goals to be achieved after receiving the status, the financial support destined to obtain the achievements of SDG in the city and the main focus of activities such as: job creation, economic grants for tourism activities, measures for inclusion of social categories in the development plans.
The SDG Proposal plan for candidate city/region will have to be submitted and signed by the top executive official of the World Capital of Culture and Tourism city or region candidate.
Second phase: Implementation
After awarding the title of World Capital of Culture and Tourism for the candidate city/region a joint commission from European Council on Tourism and Trade and the highest executives of the city/region awarded World Capital of Culture and Tourism status will be set up in order to supervise the implementation of the candidature file and the existence on regional and national level of necessary financial and political support.
Third and final phase: Supervision
After one year the joint commission from European Council on Tourism and Trade and the highest executives of the city/region awarded World Capital of Culture and Tourism status will evaluate the SDG commitments, the future plans and will make recommendation in order to foster inclusive and sustainable development in the region/city in question.
The next supervisions will take place once at five years.
Arrangements for Capacity-Building and Technology Transfer
The project will build the capacity of over 1000 entities (public, private and NGO sectors) through workshops, training and awareness raising campaigns in different aspects of the development and marketing of tourism and cultural industries.
The project will complete this through scheduled workshops and on-sites visits on 1) national tourism industries; 2) building up tourism development councils and tourism/arts and culture associations and bodies,3) national tourism industries and 3) cultural protection and development activities includingl property rights protection, including enforcement.
Tool kits developed, disseminated and used by tourism/ cultural industry practitioners in all member countries.
Coordination mechanisms/governance structure
The partnership will be governed by a series of annual meetings between European Tourism Academy (ETA) and European Council on Tourism and Trade (ECTT).
It is proposed that these be held on a quarterly basis at a mutually convenient location with specific timing to be determined by availability and the timing of relevant conference etc. These meetings will be attended by the respective CEOs of the two organisations together with the relevant executive staff.
The evaluation cities candidatures for WORLD CAPITAL OF CULTURE AND TOURISM nomination will be made taking under consideration the following items of the 2030 Agenda for Sustainable Development that commits Member States, through Sustainable Development Goal Target 8.9 to “devise and implement policies to promote sustainable tourism that creates jobs and promotes local culture and products”. The importance of sustainable tourism, as a driver for jobs creation and the promotion of local culture and products, is also highlighted in Sustainable Development Goal target 12.b.
Tourism is also identified as one of the tools to “increase [by 2030] the economic benefits to Small Island developing States and least developed countries”, through Sustainable Development Goals Target 14.7.
All partners will be involved in the design of the project and in its implementation.
