TRANSFORMING EDUCATION IN COCOA COMMUNITIES (TRECC)
Description/achievement of initiative

The program Transforming Education in Cocoa Communities (TRECC) aims to improve the living conditions of all children and youth in Cote dIvoire, while focusing thematically on quality education and geographically in cocoa-growing communities. TRECC contributes directly to the following results at a national level: Improved access to quality parenting and pre-school education programmes (ages 0-5) Literacy and numeracy skills acquisition at primary school level (ages 6-14) Quality opportunities for post-primary education and relevant life-skills acquisition for rural livelihoods and income generation (ages 15-24)

Implementation methodologies

Methodology 1: Research Objective: Competent Ivorian and international academics produce solid evidence linking quality education and rural livelihoods; which is used by governments, industry, and CSOs to strengthen public policy and enhance program design. Outcome KPIs 2020 (selected) Two research papers published in top international journals Two relevant institutions base their policies on the evidence created Methodology 2: Capacity Building Objective: Civil society stakeholders, particularly parents and community-based organizations, NGOs, and social enterprises advance quality education at all levels. Outcome KPIs 2020 (selected) Activities addressing parents contribute to a statistically significant increase in school readiness of young children in 25% of CocoAction communities Ten orgs receiving capacity building achieve a CAGR of beneficiaries of >15% Methodology 3: Grant Matching with the cocoa and chocolate industry CocoaAction companies recognize the importance of quality education for the sustainability of the industry and engage in impactful educational interventions Outcome KPIs 2020 (selected) 80% of children in literacy and numeracy enhancement programs have developed the skills corresponding to their expected level 50% of projects addressing companies lead to a change of practice or policy of these institutions. Methodology 4: Impact Finance Objective: Ivory Coast is a hub for education enterprises providing affordable market-based solutions that achieve quality education in rural communities throughout West Africa. Outcome KPIs 2020 (selected) One solution by a TRECC investee is scaled with the support of the Ivorian government, CA members, or other client/market based solution 6M invested in impact finance capital with a recycling rate of >45% Methodology 5: Donor engagement Objective: An alliance of funders empowers local stakeholders in Ivory Coast and other geographies to jointly pursue educational transformations. Outcome KPIs 2020 (selected) TRECC forges alliances with two strong Program Partners contributing complementary capital. TRECC has developed a knowledge basis to launch a new program in another country/region aiming at improving rural livelihoods Methodology 6: Policy Strengthening Objective: The government of Ivory Coast has a national quality education strategy for ECD, primary, and vocational training Outcome KPIs 2020 (selected) TRECC has supported the set-up of a viable national Early Childhood strategy to enhance ECD opportunities TRECC has supported the 2016-2025 National Education Strategy defining and monitoring SMART quality education targets at all levels

Coordination mechanisms/governance structure

The government of Ivory coast and funding parties hold quarterly meetings in country to discuss progress, milestones, initiatives and set-backs. Once a year the meeting involves the Prime Minister and nine line ministries. The funding parties have created a legal entity in Ivory Coast: TRECC SARL who is responsible for implementation.
