Description/achievement of initiative

The adoption of 'Transforming Our World through 2030 Agenda for UN 17 SDGs by 169 global targets with Sendai Framework Action, ‘Words into action-Vulnerability into resiliency’ sets poverty eradication as an overarching aim and has, at its core, the integration of the economic, social and environmental dimensions of sustainable development in a changing climate scenario. Recent Hurricane Harvey losses to US 160 billion dollar, Maria US 60 billion dollar, Irma US 40 billion dollar and Asia death toll to 1200 peoples by recent floods and only India losses 40 US billion dollar.

Implementation methodologies

1. Alligned INDCs: It is observed that Nationally Determined Contributions submitted by countries are not fully agreed. Countries has submitted own NDCs with own objects . Maximum country has not opted Goal-1, in spite of poverty and hunger. 2. Disaster Risk Index 3. Infrastructure Index 4. Risk resilience Index 5. Human Development Index The two SDGs (SDG 1, and SDG 13) are mostly synergistic and subjective to building resilience to end poverty and hunger by DRR Goal-13 There is clearly no one-size-fits-all approach to understanding target interactions, and building on this work will require a commitment to continuous iteration and improvement. The Sustainable Development Goals (promote human dignity and prosperity while safeguarding the Earth’s vital biophysical processes and ecosystem services. Ending poverty and Climate Change must go hand-in-hand with strategies that support sustainable economic growth, peace and justice; address fundamental social needs, including education, health, social protection, and job opportunities; and do all this while also tackling climate change and enhancing environmental protection. If safeguards to mitigate its impact globally are not implemented, could reach to US$ 435 billion in 2060. On average 100,000 people are expected to lose their lives due to natural hazards each year and particularly to 97 % deaths occurred in least developed countries. Moreover, it is estimated that climatic disasters will cause affects to 375 million and up to a billion people will be forced out of their homes by 2050 due to climate change. Similarly on human Development Index Norway ranked 1, Switzerland 2, and India ranked 131 in 2016. According to Disaster Risk Resiliency Index Switzerland ranked 1, Honduras got 130 ranks in 2016 and in 2017 Haiti got 130 ranks and by Disaster Risk Index Vanuatu ranked 1, Bangladesh 5, and India ranked 77 out of 183 countries.

Arrangements for Capacity-Building and Technology Transfer

Linking all Professional Management Institutions , Govt. and Private Universities with Job oriented courses link DRR and Poverty Eradication Projects, NGOs with Environmental and Disaster Management Professional. Linking all NGOs working on grass root levels, arranging training for capacity building for self dependency on climate project proposals. Technology nand Funding both required for developing and SIDs countries with Country of Special Needs. We have a project proposal on preparing a "Sunderbans International DRR Training and Research Centre"and cost about one million US dollar. The said research and training centre will facilitate all small and grass roots NGOs, enhancing of all Disaster management students practical knowledge, Gram Panchayat members, Block development members, district disaster management members, state disaster management members, national and all international professional may take a training with accommodation on free of costs for a week of seven days including disaster site visit of 4000 km of World UN Heritage site for Biosphere at Sunderbans. Accept project proposal for establishing a research centre of one million US dollar cost. Future course of action depends upon funding sanction.

As the first major agreement of the post-2015 development agenda, the Sendai Framework and its implementation is an important catalyst to influence and complement the achievement of the goals and targets set forth in the 2030 Agenda for Sustainable Development, as well as in the Addis Ababa Action Agenda on financing for development, agreed in July, and in the COP21 climate agreement at the end of 2015 and COP22 at Marrakech. The Sendai Framework outlines seven global targets to be achieved over the next 15 years: a substantial reduction in global disaster mortality; a substantial reduction in numbers of affected people; a reduction in economic losses in relation to global GDP; substantial reduction in disaster damage to critical infrastructure and disruption of basic services, including health and education facilities; an increase in the number of countries with national and local disaster risk reduction strategies by 2020; enhanced international cooperation; and increased access to multi-hazard early warning systems and disaster risk information and assessments. A key part of the success of the 2030 Agenda for Sustainable Development will be based on the progress made to implement disaster risk reduction and resilience building. As such, disaster risk reduction indicators will be one of the cornerstones to measure and monitor the progress of both public and private actions that aim to address the underlying risk drivers, reduce existing levels of risk and strengthen resilience towards the achievement of the SDGs to end poverty and zero hunger by 2030.
