To solve the complex challenges that Agenda 2030 poses we adopt two important strategies: to bring the 2030 Agenda to the municipalities, and the use of robust data in the monitoring of SDGs. The project aims to territorialize the SDGs in the western region of Paraná through localization and monitoring, focusing on the elaboration and implementation of a Joint Action Agenda for development. The Agendas were constructed in a participatory manner and based on evidence (such as diagnoses of the social, environmental and economic situation, RIAs, data platform and modeling of future scenarios for the state of Paraná).
This project aims to contribute to the localization and municipalization of SDGs in the West of Paraná. When analyzing jointly the tools of the project we can identify the accelerators and how much the municipalities need to intervene in each indicator or goal, it is still possible through the tools developed and applied to analyze how much these accelerators are considered in municipal planning and in the local priorities. Identify the local SDG accelerators, estimate the intervention needed and how much they are considered in the municipal planning is providing the subsidize that they need to better redirect resources and achieve the goals in 2030.
The main institutional challenge was to create a project that from the ground without any reference and totally innovative ground break towards the 2030 Agenda. The main project challenge was to engage the three sectors on build a Joint Action Agenda we achieved to overcome it through local leaders identification and creating a local network of supporters of development in the region.

Other stakeholders as AMOP, CACIOPAR, FUNDETEC, IPARDES, CEDES, POD and the 54 municipalities of west of Paraná were engaged through several meetings with the local leaderships to build the Local Agendas towards the SDGs.
The Secretary for Human Rights and Relations with the Community of Foz do Iguaçu Rosa Lima highlights that after the meetings, they understood the transversal nature of the SDGs and placed the Secretariat of Human Rights as responsible for monitoring the SDGs, it happened because they see human rights also with this transversal characteristic in public management.
Project execution: 2016 was basic planning and articulation with local stakeholders. 2017 we built a solid local network, started the Agendas meetings, started the SDG data base and the diagnoses. 2018 we kept the meetings and were able to generate with them the Joint Action Agendas, we launch the SDG monitoring platform, we started the RIAs, we launched the diagnoses and we started to formulate the courses ideia. 2019 we are updating data in the platform, will launch the Agendas Documents, will launch 33 RIAs and will provide the municipalities with the courses.
Monitoring mechanisms in place: We have 2 monitoring mechanisms the first one is the SDG indicators for the municipalities and region, and the second one is the Joint Action Agenda monitoring on the platform.
Quantitative results: 66 advocacy meetings, 54 workshops and seminars, 23 meetings for municipalities planning and 37 events of partners and stakeholders. In total we reached 5,265 persons (among them several local leaders). 55 SDG baselines diagnoses, 33 Rapid Integrated Assessments (RIA), 55 Joint Action Agendas and 1 Data platform for monitoring SDGs.
Qualitative results: more then 50% of the municipalities attended now have councils or committees related to development. The biggest data base for SDG indicators in municipal level in Brazil was created for this project. Several municipalities engaged so deeply in the 2030 Agenda that they create programmes to engage the population. Cooperatives and commercial associations started to understand how they can cooperate for achieve the 2030 Agenda goals and they are working for it.
Change in status: In one of the municipalities that we worked there was an agrarian conflict that lasted for more than 20 years and that affected the city intensely. After the meetings the priorities raised by the three sectors in the Joint Action Agenda were mostly aimed at resolving the conflict in a peaceful way.
Longer term results: the main long term result granted by the project is related to the municipalities that are adopting the 2030 Agenda as a base for planning their actions and policies. Also, we were able to identify Commercial Associations that are planning and making their short and long term goals based on the SDGs.
Leaving no-one behind: While the work developed some themes were identified by us as more difficult to achieve or in some cases as barriers like Gender issues, so during the project we changed a little our approach and started to insert more intensely the subject in our meetings in order to create a more inclusive atmosphere where people felt comfortable on find solutions for it.
Enabling conditions: The West of Paraná aggregates many factors and actors for the efficient management of Agenda 2030 in the region. This conjuncture adds: 1) the existence of Itaipu Binacional, a company of central importance to the country and to South America; 2) the well-known commitment of the state and municipal managers with the implementation of Agenda 2030 in the state of Paraná; 3) the United Nations Development Program (UNDP), a UN program based on developing local capacities to achieve human development and with experience in accelerating and localizing SDGs; 4) the organization of the productive sector through the Programa Oeste em Desenvolvimento - POD; 5) the social and environmental impact generated by the actions of Itaipu Sustentável; and 6) the Itaipu Technological Park Foundation (FPTI), a organization reference in science and technology for sustainable development in the South America.
Specific constraints: 1) Engagement of the three sectors: we overcame through local leaders identification and support; 2) Local political changes: we overcame through the engagement of important local stakeholders that was not affect a lot by the political changes, such as Commercial Associations, Foundations and Cooperatives;
Innovations: The most important innovation in this project is the data platform for monitoring SDGs ( https://indicadores.oestepr2030.org.br/ ), also the municipalities that evolved their Joint Action Agenda to a municipal planning have a monitoring area ( https://oestepr2030.org.br/monitoramento-das-agendas/ ) where we can follow the plan achievements. Beside that the project achieve a amazing engagement from the municipalities and their commitment with the Agenda until 2030.
Elements that are in place for environmental, social and economic sustainability and resilience:
Benefits relative to costs: USD 5,061.73 per year was the amount spent per municipality by Itaipu Binacional in this project. Considering that each municipality has received 1 Diagnose SDG Baseline, 1 Joint Action Agenda + 2 years support with meetings and seminars, and they will receive a three days course where they will learn how to better use the tools for create new policies and development projects, the cost is extremely low.
Plans for extending the practice: besides 2 other projects here in UNDP created based on “West 2030: cooperation for sustainable development”. We ongoing conversation with the government of Paraná to extend to other municipalities in the State, and a ongoing conversation with Itaipu Binacional and BRDE to maintain the project for three more years with a deep work on the municipalities planning, SDG data monitoring with big data and financing SDG through a partnership with the Regional Development Bank of the Far South (BRDE) and Itaipu wich aims to provide credit lines and non-refundable credits aligned with the 2030 Agenda.
Key messages: Is to raise awareness of the important role of the municipalities on achieve the 2030 Agenda goals among the different local leaders, the municipality it self, state government and national government.
Impact: With the support of PTI Foundation we expect to maintain the tools created updated to keep subsidizing the public policies in the region of West of Paraná.
What made the practice break new ground: Two main factors can be consider brake new ground. The first one was to create a municipal Agenda with priorities supported by the three sectors and aligned with the 2030 Agenda. The second one was to release updated SDG indicators at the municipal level georeferenced and aligned with the gaps that were raised at the municipal Agendas. This alignment between gaps and indicators validate the work and makes it possible to dimension the municipal intervention.
Lessons learned: in municipal level not only government circles are important, but also the national elections that provokes deeply changes in municipal policies, also actors of great importance such as big companies have a lot of importance in how the UN Agenda will be absorbed and kept.

You do not need to get on different platforms and or be a specialist. This facilitates the life of the citizen who can use this information to know his municipality and monitor the progress of public management".
According to the National Confederation of Municipalities - CNM, the UNDP Brazil document brings together a series of indicators on the local context that serves as an important tool that will help in the production of public policies and actions for the objectives proposed by Agenda 2030.
"A company that wants to make an investment needs to hire a lot of studies. And this is quite expensive, now we have this platform with a huge wealth of data. We will certainly use it for the development of the region, "said West Development Program (POD) president Danilo Vendrusculo.
Commercial and Business Association of Quedas do Iguaçu said that in the municipality, a group formed by different social actors and diverse leaderships has been discussing the priorities to be worked on. The proposal is to raise awareness on the 17 Sustainable Development Objectives (SDGs) and to discuss the construction of a Joint Action Agenda, identifying the main challenges of the municipality by the year 2030. In addition, some indicators have already been presented that will be available in the Oeste 2030 Monitoring Platform provided by PNUD Brazil that will serve as a tool for formulating public policies, as well as guiding private actions and mobilizing civil society.
Recognition: In 2018 the project was recognized by the Brazilian government as one of the best practice and it was included in their best practice bank.
Documents that have drawn upon the practice: Here in UNDP Brazil other 2 projects based on “West 2030: cooperation for sustainable development” were created to attend more than 160 municipalities in Brazil.
