Citizen’s Actions for Rights and Entitlement (CARE)
Description/achievement of initiative

i. Effective engagement of citizen, especially women and girls, to advocate for and governance of locally provided public services. ii. Local public service providers are responsive to rights and entitlements of women and adolescent girls, particularly focusing those from disadvantaged and poor constituents of the communities.

Implementation methodologies

The main implementation strategies include (1) Raising voice from the demand side through grassroots level civil society and increasing responsiveness of the public service intuitions in order to accessed in rights and entitlements of the targeted constituents; (2) Capacity building of constituents (3) Supporting the survivors to be accessed to the GoB services including justice; (5) Undertaking local level advocacy works; and (6) Conducting regular citizen monitoring in the public service institutions by using effective tools.

Coordination mechanisms/governance structure

The CARE project is primarily a local level intervention linked with national and international mandate of empowering women and eliminating violence against women and girls. It is designed within the ambit of existing national women development policy that aims to empower women and enhance their participation in progress towards poverty alleviation and social justice. It will complement government and civil society initiatives to enhance women’s participation and the protection of their rights and entitlements. Through its engagement with government agencies at Upazila and Union levels, it will contribute to cumulative experiences and knowledge about effective strategies to empower women and girls.

The citizens are organized in the forms of forums, their voices are raised for the rights and entitlements and their access to the public services increased by 80% and reduced the vulnerability in the working area within the project period of 8 months.
