Description/achievement of initiative
The partnership aims at the establishment of the Pacific Centre for Renewable Energy and Energy Efficiency (PCREEE) under the umbrella of the Framework for Action on Energy Security in the Pacific (FAESP). The regional centre of excellence will support the Pacific Island Countries and Territories (PICTs) in the mitigation of existing barriers for the creation of sustainable energy markets. It will support the strengthening of local capacities for the development and implementation of sustainable energy systems, policies and standards. It will empower the local private sector and industry to take advantage of the growing sustainable energy market opportunities. The promotion of south-south and north-south partnerships for technology and knowledge transfer will be a core activity of the centre.
The centre is created at the background of promising renewable energy and energy efficiency developments in PICTs. Most islands have adopted national renewable energy electricity targets. The investments in renewable energy power stations, mini-grids and stand-alone systems are growing rapidly. Simultaneously, various initiatives for the introduction of energy efficiency standards for appliances and buildings, the phasing out of inefficient lamps and reduction of technical and commercial grid losses are underway. However, serious concerns about the mid-term and long-term sustainability of these investments have been raised by experts in the region. The hardware investments and the introduction of complex regulations and standards need urgent investments into local capacities and skills. This goes hand in hand with the need to empower the local private sector and industry to take advantage of the growing sustainable energy market and job opportunities. The centre of excellence will address these issues through a regional approach.
Arrangements for Capacity-Building and Technology Transfer
The centre of excellence will primarily focus on the following activities: a.) Qualification and certification of local experts and companies in the planning, production, installation, maintenance and disposal of renewable energy systems and equipment; b.) Development and promotion of renewable energy equipment standards for on-grid and off-grid systems and qualification and certification of local companies. c.) Qualification and certification of local experts and companies in the planning, installation/implementation of energy efficiency equipment and measures (e.g. energy audits); d.) Development and promotion of energy efficiency standards;e.) Capacity development for young entrepreneurs and business start-ups in the sustainable energy sector; f.) Applied research on request of the industry and business sector; g.) Knowledge and data management and strategic market studies;h.) Development and promotion of innovative financial mechanisms and incentive schemes to strengthen the local private sector; i.) Establishment north-south and south-south knowledge and technology transfer partnerships;
Coordination mechanisms/governance structure
The Secretariat of the centre will be hosted by one of the existing regional energy institutions in the Pacific and will work in accordance with local rules and procedures. The centre will be governed by an Executive Board and work through a network of National Focal Institutions (NFIs) among various Pacific islands. The preparatory process for the centre is coordinated by SPC in close partnership with UNIDO. The process is supported by the Austrian Development Cooperation (ADC) and SIDS DOCK.
