Description/achievement of initiative
The Global Ocean Acidification Observing Network (GOA-ON) is an existing global ocean carbon observatory network of repeat hydrographic surveys, time-series stations, floats and glider observations, and volunteer observing ships. The interactive map below offers the best information available on the current inventory of global OA observing platforms. With participation from scientists from over 30 countries (http://www.goa-on.org/NetworkMembers.html), GOA-ON is a strong foundation of observations of the carbonate chemistry targeted to understand chemical and ecological changes resulting from ocean acidification from regions throughout the world. A Suggested Opportunity for Partnerships for SIDS under the Partnership Dialogue of Oceans, Seas, and Biodiversity is Undertake coherent and sustained efforts to address impacts of ocean acidification and climate change together with an improvement of resilience of marine ecosystems and local communities. GOA-ON's goals are to: Goal 1 - Improve our understanding of global OA conditions: - Determine status and spatial / temporal patterns in carbon chemistry, assessing the generality of response to ocean acidification.- Document and evaluate variation in carbon chemistry to infer mechanisms (including biological) driving ocean acidification. - Quantify rates of change, trends, and identify areas of heightened vulnerability or resilience.Goal 2 - Improve our understanding of ecosystem response to OA: - Track biological responses in concert with physical/chemical changes.- Quantify rates of change and identify locations and species of heightened vulnerability or resilience. Goal 3 - Acquire and exchange data and knowledge necessary to optimize modeling for OA and its impacts:- Provide spatially and temporally resolved biogeochemical data for use in parameterizing and validating models.
GOA-ON is strategically aligned with many international programs involved in carbon research. Strategic linkages among the SIDS and the organizations and partners already in place within GOA-ON would ensure successful implementation of the partnership.
Arrangements for Capacity-Building and Technology Transfer
GOA-ON enhances coordination efforts to strengthen individual, institutional and infrastructure capacities; particularly in developing countries; to produce and use ocean observations and derived information products. This is achieved through:- Working with and building on the capacity building efforts of Participating Organizations to further increase the synergies and effectiveness of national and international capacity building programmes;- Ensuring the engagement and committed involvement of resource providers in the capacity building process; and- Enhancing capacity building efforts to ensure the integration of mature ocean observation-based information systems into day by day end-user practices including decision making, management processes and planning for all Societal Benefit Areas.The outcomes are networking activities that specifically build individual, institutional and infrastructure capacity, leverage resources for ocean observation capacity building efforts, and increase use of ocean observations in policy and decision making.
Coordination mechanisms/governance structure
The GOA-0N is governed by an international Executive Council made up of 16 members Co-chaired by Phil Williamson (UK-UKOA/NERC) and Elizabeth Jewett (US-NOAA), including UN organizations like the IOC-UNESCO and IAEA. Procedures for international governance are in place and the newly-established partnership would work closely with SIDS to determine the most effective and efficient governance strategies for them based on their unique needs and the current governance structure of GOA-ON.
