Cabo Verde is an extremely water-scarce country plagued by inadequate, fragmented, and poorly managed water and sanitation resources. Part of MCC's five-year $66 million compact with Cabo Verde will implement crucial water sector reforms and will invest in infrastructure to expand access to clean water and sanitation. This $41 million Water, Sanitation and Hygiene (WASH) Project is designed to establish a financially sound, transparent and accountable institutional basis for the delivery of water and sanitation services to Cabo Verdean households and businesses across the country.

As the management unit for the FAS, MCA-CVII will launch an Expression of Interest (EOI) in Cabo Verde requesting information from local NGOs interested in working with the FAS. Based on defined criteria in the EOI, MCA-CVII will pre-select the most qualified NGOs to receive grants in order to implement water and sewage household connections and the IEC campaign. MCA-CVII will disburse funds to grantee NGOs upon completion of works confirmed by local utilities and submission of progress reports. In addition, MCA-CVII staff will provide ongoing oversight.

MCA-CVII will host two workshops for local NGOs in Cabo Verde that work in targeted communities. The first workshop will be to go through the process and expectations of the grant agreement and implementation process. The second workshop will be to provide training on best practices in IEC for water, sanitation and hygiene, so the various grantee NGOs have a similar approach to IEC across different communities. In addition, MCA-CVII will report progress to MCC and GETF on implementation milestones.

MCA-CVII is the management unit for the project. The MCC Compact between the Government of the United States and the Government of Cabo Verde has allocated US$1.9 million to the FAS. In addition, an agreement between GETF and MCA-CVII will allocate an additional US$400,000 to the FAS. MCA-CVII will enter into grant agreements with local, pre-selected NGOs that have a shared vision with the FAS objectives and experience in targeted communities in providing household connections.
