Germany actively supports the sustainable development of islands. On energy, following the launch of the SE4ALL initiative by UN Secretary-General Ban Ki-moon in 2011, actors representing various sectors worldwide follow suit to support a broad-based transformation of the world's energy systems. Germany is one of the most active contributors to SE4ALL.Germany actively supports the framework of sustainable energy and follows, in particular, four goals (incl. SE4ALL objectives):1) providing universal access to modern energy services;2) doubling the global rate of improvement in energy efficiency; and 3) doubling the share of renewable energy in the global energy mix. 4) hold the increase in global average temperature below 2⁰ C above pre-industrial levels, in line with international agreementsIn addition, Germany shared a seat (together with France and Switzerland) in the UN Open Working Group on Sustainable Development Goals (SDGs) in which all parties agree on establishing universal access to modern energy services with a special focus on LDCs and SIDS countries.German Development Cooperation supports and finances the deployment of renewable energy in its cooperation countries and implements various measures on small islands. The deployment of renewable energy on islands provides access in remote areas to sustainable energies. Moreover, the consumption of fossil fuels is substantially reduced due to the promotion of renewable energy. German Development Cooperation currently supports renewable energy measures on islands with 65 Mi.Since 2008, the German International Climate Initiative (IKI) has been financing climate and biodiversity projects in developing and newly industrialising countries, including with SIDS. The IKI is a key element of Germany's climate financing. The Initiative places clear emphasis on climate change mitigation, including sustainable energy. These efforts provide various co-benefits, particularly the improvement of living conditions in partner countries. Since 2008 the IKI has supported more than 35 projects with a volume of approx. 120 m Euro in SIDS or with direct participation of SIDS. The IKI is promoting climate resilient and low carbon development and the protection of biodiversity in the Pacific, Caribbean and Indian Ocean. Projects include inter alia the support in developing strategies for climate compatible development planning, promotion of insurance solutions for extreme weather events, improved management of marine protected areas and the transformation of island's energy system towards renewable energy.A recently started cooperation with IRENA supports SIDS’ efforts to shift to a low-emission development pathway in national energy supply by renewable energy. SIDS are supported in the development and implementation of roadmaps for renewable energy. The measures and approaches are shared with SIDS through the Global Renewable Energy Network of Islands (GREIN) which is managed by IRENA.

The implementation methodologies depend on the project type and include capacity building, policy advice, implementation of pilot projects, research cooperation, study/concept development, technology transfer and others.

Capacity Building and Technology Transfer are integral parts of cooperation projects. The detailed arrangements depend on the specific project concept.

Coordination is guaranteed by the respective regional organizations, in particular in the Pacific by SPC and in the Caribbean by CARICOM. German development cooperation support for SIDS in the field of climate protection and sustainable energy is subject to regular negotiations and agreements between partners.
