LAUNCH OF LOCAL PARLIAMENTS NETWORK in SDGs
Description/achievement of initiative

The Local Parliaments Network in SDGs aims at local parliaments (Town Halls) to incorporate the SDGs when legislating for their community. It also seeks to use training and professional advice to prioritize the role of the local parliamentarian in the implementation of the 2030 Agenda and in ensuring that no one is left behind. Mission: Empower the role of the Local Parliament as a trainer and facilitator of the implementation of SDGs in the community to legislate local matters, but thinking on the global issues. Empower citizens to make their effective contribution to the 2030 Agenda from Local Parliaments.

Implementation methodologies

The initiative provides an induction in SDGs, empowers people in Sustainable Development through a 2030 Leadership, and promotes Civil Society Diplomacy as a cross-cutting strategy to achieve an effective localization of the SDGs. The Network will aim to promote and connect local parliaments in a permanent Dialogue in SDGs, in two ways and in four working axes. Ways: 1- Implement the SDGs within the Local Parliament and involve them in their local legislative, political and social practices for the achievement of the 2030 Agenda. 2- Implement the SDGs outside the Local Parliament and involve the community in their individual and community practices in a positive way for the achievement of the 2030 Agenda. Working Axes: Habitat and Local Development: parliamentary management aimed at an environmental, social and economic integration for sustainable cities and communities, focused on promoting the nexus between energy, water and responsible consumption and production. (SDG 6, 7, 11, 12, 13, 14, 15) Access to Food: local parliamentary management and action to strengthen the achievement of SDG 2. Woman 2030: Empowerment and transformation. Local Parliament as facilitator for the development of sustainable careers. (SDGS 4, 5, 8, 10, 16, 17) Youth and Children 2030: Local Parliament as an area of participation and training of young people and as a space for ensuring the development from childhood. Arrangements for Capacity-Building and Technology Transfer

Our contribution will be the advice and professional training as well as the promotion and monitoring in the achievement of the 2030 Agenda to elevate and enrich the local parliamentary practice from the Sustainable Development. At the same time, we want the professional training on 2030 Agenda to become a style of local legislative practice, in which domestic and global legislative policy activity can come together and contribute to inclusive development in the medium and long term. In this context, the aim is to create multi-level dialogue spaces that allow interaction between different actors in order to generate actions, share good practices and create links between communities. In addition, monitoring activities will be carried out to ensure the implementation of the proposals for localizing SDGs within a framework of good governance. Also, ensuring the involvement of various civil society actors in areas of deliberation, diagnosis, planning, implementation and evaluation of local actions will be a priority. As a conclusion, by means of the strengthening of technical, political and institutional capacities provided by Smartly Consulting in Sustainable Development, it is expected that the Network could be enriched and strengthened with regard to the number of Local Parliaments, as well as in the quality, impact and effectiveness in localizing the SDGs.

Coordination mechanisms/governance structure

The purpose of this Local Parliaments Network is for them to incorporate the SDGs of the 2030 Agenda for Sustainable Development, adopted by the General Assembly of the United Nations, when they are legislating as well as when they are doing concrete actions and activities with their community. The project intends to have a geographic coverage that includes representatives of all the local parliaments of the world, promoting a vision that transcends the differences among the political parties. In the first stage of implementation and development of the project, Smartly Consulting in Sustainable Development, will take the lead generating the conditions for its effective implementation. This includes initiating contact with Local Parliaments, disseminating the Network and proposing, together with the actors involved, the best strategies to help localize the SDGs in the framework of the 2030 Agenda. The intention is to gradually integrate those involved in the Local Parliaments Network, in order to encourage a re-ownership of the project and decentralize the responsibilities of the different areas of work. It will be ruled by its own governing body, as stated in article 1: Art. 1: Creation: The purpose of this document is to establish the general parameters that will govern the organic and functional life of the Local Parliaments Network in SDGs, as the implementer and promoter of the Sustainable Development Goals (SDGs) in the local legislative agenda, by promoting professional training in the 2030 Agenda. Each Local Parliament adheres to the Network by signing a letter as an Institution committed to contributing to 2030 Agenda independently of the duration of the mandates and the representatives integrating the Parliament. Consequently, to strengthen the sustainability of the project, one person will be designated as the focal point of the Network in each Local Parliament in order to guarantee the periodicity and follow-up of the joint work. This person must be from the permanent staff of the institution in order not to be exposed to the democratic alternation and to discontinue the process initiated.
