ECLER Program : Circular Economy, Ecological and Responsible Logistics (Economie Circulaire, Logistique Ecologique et Responsable)
Description/achievement of initiative

The French Minister of ecology has selected 18 new Energy-saving programmes as part of the « Energy saving certificate » mechanism, including the ECLER programme. Coordinated by Cemafroid in partnership with HYDROPARTS France and visible.digital, the goal is to train drivers and to improve good practice awareness in the refrigerated transport sector, and to deploy large-scale digital innovation (Targets : 10 000 trained drivers, 135 000 marqued trucks, 10 000 equipped with digital tools). The final target is to lead to massive direct energy savings linked to refrigerated transport, and to indirect positive impacts such as food waste reduction.

Implementation methodologies

Part 1 Training The Programme will deliver trainings to refrigerated truck drivers and delivery-men all over France (including overseas). Configuration of each session : 6 to 10 trainees, 3.5 hour training. An education truck for practical works and an e-learning platform for self-evaluation of trainees will be provided by the Program. Each training will lead to an individual issuance of a training certificate. Each trainee receives also a badge of the ECLER Program « driver trained to ECLER best practices » and a pocket « Best practice memento » The partners of the Program will furthermore publish a book on good practices for energy-savings in refrigerated transport. Part 2 : Good practices sticker marking of the transport equipments The objectives are to remind the good practices and to help diffusing them more widely. The stickers will include a flash code enabling drivers to access complementary tools and information : videos ; quiz, presentations, documents. The objective is to mark the overall French fleet of temperature-controlled transport equipments (135 000). Part 3 : Digitalization of the fleet The objective is to equip 10 000 vehicles with digital tools. An innovative digital platform will enable the collection and the management of data. It will also provide recommendations to drivers, vehicles, equipment. The partner, visible.digital, proposes this innovative solution in SaaS mode, connecting players of the cold chain logistics value chain. The augmented visibility enables the implementation of continuous improvement through control, proactive measurement and reinforcement of good practices linked to energy-savings. Moreover it leads to additional innovations such as alerts and real-time communication, as well as the optimization of the maintenance cycles. Part 4 : Connected tailgate DHOLLANDIA will implement its new innovation: the UPTIME Box and its associated service UPTIME-Connect. By collecting and analyzing accurate data, UPTIME, the connected tailgate box, will allow to achieve a real productivity gain by ensuring a better availability rate of the fleet, significantly reducing the number of breakdowns and optimizing the movements from the vehicles to the maintenance workshops. UPTIME thus enables to save energy. UPTIME is a 4 in 1 solution : -UPTIME VIGIL BATTERY : Alerts and indicators of batteries. - UPTIME SHOCK SENSOR : Reports of the peaks of shocks of the tailgate. - UPTIME CYCLE COUNTER : Number of cycles per Tail Lift. - UPTIME HOUR METER : records of the duration of use and / or hours of operation

Coordination mechanisms/governance structure

The program is funded by the energy supplier SCA Pétrole et Dérivés, under the French « Energy saving certificate » mechanism (Certificats d’Économies d’Énergie). This National mechanism is coordinated by the French Ministry for the Ecological and Inclusive Transition, with the support of the French Environment & Energy Management Agency (ADEME). The ECLER program is coordinated by Cemafroid, who is in charge of the management of the Program : organizing steering committees, overall following up of the Program regarding the advancement of the targets, financial management, supervision of the Program communication, contact with the French public authorities. The ECLER program has two main components : • Component 1, supervised by Cemafroid, implemented by Cemafroid Formation : training drivers and implementing good practice awareness in the refrigerated transport sector (Targets : 10 000 trained drivers, 135 000 marqued trucks before the end of the Program). • Component 2, supervised and implemented by Hydroparts France and visible.digital : implementing large-scale digital innovation (target 10 000 vehicles equipped with digital tools). The final objective by the 30th June 2021 is to contribute to an energy saving estimated to be equivalent to 1,55 TWHCU and to an estimation of 141 000 000 liters of diesel fuel saved.
