International Alliance for COVID-19 Community Response (IACCR)
Description/achievement of initiative

By collaborating and supporting civic organizations to in the Asia-Pacific Region fight against COVID-19, International Alliance for COVID-19 Community Response (IACCR) aims to promote international partnership and civil engagement in crisis response and build an effective mechanism of transnational/regional cooperation and mutual assistance among civic organizations to tackle COVID-19, and prepare for future crisis including natural disasters. This initiative focuses on supporting and empowering vulnerable groups in COVID-19 and natural disasters, e.g. the poverty, the elderly, people with disabilities, women and children, etc. and ensures women and youth’s full and effective participation in the process.

Implementation methodologies

This initiative aims to promote civil engagement in crisis response in Asia-Pacific by cooperating with and supporting civic organizations in the region to fight against COVID-19, and building a transnational/regional cooperation and mutual assistance mechanism which is expected to be an effective and sustainable mechanism of responding to crisis in natural disasters and public health in the Asia-Pacific Region. To this end, this initiative will provide its members with information, resources, technologies, and obtain opportunities of experience sharing and mutual assistance in response to COVID-19 and other crisis. This initiative will enhance its members' cooperation and discussion capacity and establish a mutual assistance and cooperation mechanism of the citizen organizations in the international alliance in the multicultural background, and form the action rules for citizens to participate in responding to public crises which can be advocated and followed in member countries and regions.

Arrangements for Capacity-Building and Technology Transfer

This initiative will regularly hold online workshops on civil engagement, SDGs promotion action plan, and cross-culture and multi-lateral cooperation and discussion, etc. Online resource center and biweekly Webinars on technology and knowledge sharing will contribute to technology transfer.\\\\r\\\\nThrough the capacity building events and technology transfer methods, this initiative will develop documents of the cooperation and a mutual assistance mechanism (e.g. discussion process, rules of procedure, decision-making mechanism, response mechanism) in the multicultural context, discussion and decision- making on network action strategy, resource integration, demand response, etc., which embodies the promotion of cultural diversity and women and youth's participation. In addition, the IACCR members will jointly discuss and formulate the guidelines for civil engagement in crisis response action, which provides guidance in encouraging and supporting the participation of women/young people, the support of vulnerable groups, crisis/disaster risk reduction promotion, and poverty reduction actions, etc.

Coordination mechanisms/governance structure

This initiative is governed in accordance with IACCR Constitution. To implement the purposes and tasks, the organs within the framework of the IACCR include: a General Assembly, a Council, and a Secretariat. The IACCR is open to all national or regional government agencies, non-governmental organizations, corporates and individuals that are committed to abide by the purposes and principles of this Constitution and other agreements and documents adopted within the framework of the IACCR. The Secretariat of the IACCR is temporarily located at NCIESST, as the convener organization, in Chengdu, China. The Secretariat is responsible for continuously call for IACCR members and member liaisons, and coordinate the implementation of projected activities.
