PRiMO (Pacific Risk Management 'Ohana) is a consortium of local, national, and regional agencies, institutions, and organizations committed to bringing its network together with stakeholders to focus on building and enhancing resilience of Pacific communities to hazards. Through PRiMO, network partners collaboratively work to improve development, delivery, and application of risk management information, products, and services for Pacific communities within the context of the unique physical and cultural characteristics of the region. PRiMO’s partners include agencies and organizations (including NGOs) with domestic and international missions. Small islands are disproportionately vulnerable to natural hazards. Their relative small size, insularity and remoteness, small national economies (often based on tourism, government, and natural resources), and inadequate capacity combined with population growth, urbanization and global economic pressures, leave them vulnerable to both sudden and long-term onset environmental shifts (such as tropical cyclones, tsunami and floods, climate change) and the variations inherent to economic globalization. In addition linking people to the data, tools, and products needed to plan for, respond to and recover from natural hazards, PRiMO serves a vehicle that merges the local knowledge needed to develop coping mechanisms with adaptive responses to changes stemming from natural hazards events.

The partnership is Implemented by the Navigators and via attendance at PRiMO annual meeting and other PRiMO-sponsored and Primo-attended meetings, trainings and educational programs throughout the year.

Participants interacting within the Partnership will have ample opportunity to share lessons and learn resilience best practices from other islands and jurisdiction through the annual conference and other events. Sessions will allow participants to share their tools, products, and services and facilitate connecting experts to expand and leverage knowledge in other regions/islands. In addition to the annual meeting, there are periodic salons and other partner meetings, trainings, and educational opportunities to transfer skills and knowledge to partners and stakeholders.

The partnership will be governed though PRiMO's shared leadership model. Comprised of local, national and regional agencies, institutions, organizations and academia engaged in risk management in the Pacific, PRiMO is led by a Navigators Council (Navigators) and supported by an Executive Director. The Navigators leadership body consists of a Chair and vice-chair. There are five different Hui (working group) that are led by a steersperson. PRiMO members, steersperson and Navigators work through the various hui to address priority issues of concern, recommend projects, develop priorities and formulate strategies to address resource needs.
