Poverty Environment Initiative (PEI) 2013-2017
Description/achievement of initiative

National institutions and other stakeholders implement pro-poor and environmentally sound development and sector strategies, plans and policies that contribute to sustainable development achievements. National information will be available and report development outcomes resulting from implementation of pro-poor and environmentally sounds policies and plans. National institutions will have strengthened capacity to elaborate, implement and monitor improved policies and plans that mainstream poverty and environment linkages. Under the UN Delivering as One process, UNDP and UNEP will effectively integrate poverty-environment mainstreaming within respective thematic programmes and regional/country operations

Implementation methodologies

Looking forward, PEI will continue to apply its programmatic approach in at least 20 countries centred on analytical assessments to gather economic, social and ecological evidence for strengthening national and sub-national policy and planning processes (e.g. five year MDG/national development plans, sector plans) and budgeting, implementation and monitoring processes. This will include promoting transparency and accountability governance structures for equitable access and use of natural resources. Drawing on Rio+20 outcomes, post-MDG 2015 development context (e.g. sustainable development goals) and demand from countries, PEI will provide catalytic inputs to support Ministries of Planning and/or Finance, to strengthen systems to make national and sub-national development processes to be pro-poor, promote equity and environmentally sound. Examples of strengthened systems include public sector budgeting, investment guidelines, financial instruments, national accounting systems and national M&E systems.
