During the Intergovernmental Preparatory Meeting (IPM), major groups benefited from the following entry points:
Major Groups outline their views on policy options and possible actions relevant to the themes of water, sanitation and human settlements:

This segment kicked off a week of discussions focusing on policy options and possible actions to overcome key constraints and obstacles that were identified for the thematic issue areas on CSD-12, and presented major groups with the opportunity to introduce their discussion papers. The structure of this segment, chaired by Vice-Chair Mr. Boonam Shin, encompassed three “blocks” of time comprised by three major group sectors brief presentations followed by approximately 15 minutes of interaction; followed by an interactive discussion among all participants after the third “block”; and a five-minute closing commentary provided by the Vice Chair. The identification of speakers among the major groups was coordinated through the organizing partners and the the issue-based caucuses.(1-4 March 2005, Conference Rooms 3 and 4)
Each of the thematic discussions included at least two major groups’ interventions as part of the new integrated approach for major groups inclusion in the CSD implementation cycle.
The CSD-13 major groups organizing partners, in collaboration with the issue-based caucuses, were asked to identify experts and match them to the topics for these segments, which are noted in the CSD-13 organization of work. Interventions made during this sessions were very brief (2-3 minutes max).

Major groups were given the opportunity to make statements of 2-3 minutes each during the Closing Plenary.
Major groups participated actively in the CSD-13 Partnership Fair programme and in the Side Events (there was no learning Centre during the IPM).
During the IPM, major groups built on their initial submissions of priorities for action, by developing concise "menus" of policy options and possible actions for furthering implementation, including references to what they are already undertaking in the areas of water, sanitation and human settlements.
