The High-level Political Forum on Sustainable Development
The High Level Political Forum on Sustainable Development (HLPF) is the main United Nations platform dealing with sustainable development, and was formally established in July 2013. It meets every year under the auspices of the Economic and Social Council, and every four years under the auspices of the General Assembly. Please read more about the HLPF here.
Major Groups and other stakeholders engagement in the HLPF
Major Groups and other stakeholders have been granted comprehensive participatory opportunities in the HLPF through the UN General Assembly Resolution A/RES/67/290.

Paragraph 15 of the Resolution states that, while retaining the intergovernmental character of the HLPF, Major Groups representatives and other relevant stakeholders shall be allowed to:

  • Attend all official meetings of the forum;
  • Have access to all official information and documents;
  • Intervene in official meetings;
  • Submit documents and present written and oral contributions;
  • Make recommendations;
  • Organize side events and round tables, in cooperation with Member States and the Secretariat;

Additionally, the Resolution encourages Major Groups and other stakeholders, such as private philanthropic organizations, educational and academic entities, persons with disabilities, volunteer groups and other stakeholders active in areas related to sustainable development, to autonomously establish and maintain effective coordination mechanisms for participation in the HLPF and for actions derived from that participation at the global, regional and national levels, in a way that ensures effective, broad and balanced participation by region and by type of organization.
Preparing for the 2015 High-level Political Forum on Sustainable Development
The Secretariat would like to invite the nine major groups and the other stakeholders named in HLPF resolution 67/290 to submit discussion papers related to the theme of this year's HLPF "Strengthening integration, implementation and review - the HLPF after 2015" to be issued as official document of the 2015 session of the high-level political forum.

Please note the following guidelines for your submissions:

  • The submissions will be by the nine major groups and the other stakeholders named in resolution 67/290, with the understanding that these other stakeholders represent broad constituencies with clear thematic identities that are not duplicative of any of the existing major groups;
  • The word limit for each submission is 5000 words (approximately 20 double spaced pages) or less. Please note that any submission that exceeds this will be returned with the request to adhere to the word limit;
  • Each submission is relevant to the theme of the 2015 HLPF and prepared in an open and transparent manner and includes, as a footnote, a list of the organizations that have contributed (as indicated, DSD is happy to assist in the creation of google docs etc. if necessary);
  • Each submission is provided to DSD no later than cob Friday, 1 May. We cannot guarantee that any submission received after this deadline will be issued as an official document.

In addition to the above, DSD is happy to receive any other submissions related to the theme of the HLPF which we can make available below under the heading Contributions from Stakeholders. Such additional submissions should be sent to us no later than Friday, 19 June. There is no word limit to such additional submissions.
