This paper from BioRegional, BOND, Beyond2015 and IGES proposes five priority SCP targets under proposed Goal 12 and two SCP targets for Goal 17 on Means of Implementation. These build on SCP-related targets proposed and discussed by member states at the previous OWG session and this session, and those proposed by others as inputs to these sessions.

In today’s world the challenge of sustainable mining is more than critical.
In accordance with the "RIO+20: The Future We Want" document, paragraphs 227 and 228:
“227. We acknowledge that minerals and metals make a major contribution to the world economy and modern societies. We note that mining industries are important to all countries with mineral resources, in particular developing countries. We also note that mining offers the opportunity to catalyze broad-based economic development, reduce poverty and assist countries in meeting internationally agreed development goals, including the Millennium Development Goals, when managed effectively and properly (...) We further acknowledge that mining activities should maximize social and economic benefits, as well as effectively address negative environmental and social impacts....
228. We recognize the importance of strong and effective legal and regulatory frameworks, policies and practices for the mining sector that deliver economic and social benefits and include effective safeguards that reduce social and environmental impacts, as well as conserve biodiversity and ecosystems, including during post-mining closure...”

Utilizing the good paradigm of Acropolis of Athens, which was built utilizing wealth which was produced by a mining project I propose the establishment of “Global Best Practice Sustainable Development Heritage List and/or Award”.

The environment is essential to human well-being and development. People depend on the environment for food, water, shelter and clothing. But while we need the environment to sustain our lives, we must also contribute to sustaining the environment for future generations and ensure it does not collapse under the burden of our demands. Unsustainable patterns of production and consumption are driving resource scarcity, environmental degradation, and rapid changes in the critical natural systems that sustain life. Neoliberal globalization has facilitated greater corporate exploitation of natural resources and the spread of environmentally harmful practices and technologies. Multilateral firms and transnational corporations from advanced economies are the most responsible for unsustainable patterns of resource extraction, pollution and environment degradation.

Much of climate change has been created by developed countries during their industrialization periods, and yet the poor in developing countries are bearing the greater burden of the consequences of climate change. Environmental degradation and exploitation cannot be addressed without international cooperation and action. However, international efforts at addressing environmental decline have yielded little as states continue to promote their economic interests before the common goal of environmental sustainability.

THE CHALLENGE

Environmental decline is at a critical stage. The unrestrained rise in greenhouse gas emissions is pushing the planet ever closer to irreversible and catastrophic climate change. Governments must act now to stop the unsustainable exploitation of the environment and natural resources and to achieve development in accordance to the principles of living in harmony with other peoples and the environment to recover the health of Mother Earth.

THE CAMPAIGN FOR PEOPLE’S GOALS MAKES THE FOLLOWING RECOMMENDATIONS TO GUIDE A NEW DEVELOPMENT AGENDA TO:

Commit to adequate action on climate, including:

Limit global temperature rise to 1.5C, consistent with the recommendations of climate science, through drastic emissions cuts and fair-sharing of the global carbon budget that takes into account historical emissions – without resort to offsets.
Take steps to provide adequate and appropriate climate finance contributed by countries on the basis of historical responsibility for global warming and to make reparations to all affected parties
Ensure sharing of safe, appropriate and ecologically and socially sound technologies

Take steps to establish an international public system for the diffusion of green technologies that includes a participatory and transparent mechanism for assessing technologies according to their social, economic and environmental impacts
Reorient intellectual property rights regime to allow for easier diffusion and development of green technologies
Take steps to achieve sustainable production and consumption patterns while securing people’s livelihoods and access to resources.

Achieve universal access to modern energy services through enhancing energy efficiency and increasing the share of renewable energy in the total energy mix, including through investment in renewable energy research and development, phasing out of fossil fuel subsidies, and discontinuing further investment in fossil energy capacity;
Shift to ecologically based agriculture based on people’s food sovereignty;
In manufacturing, promote technologies for eco-efficiency, recycling, remanufacturing, reuse of waste materials and product durability and longevity;
Ensure that resource extraction such as water use, fishing, logging and mining are within sustainable levels while protecting the livelihoods and access to resources of fisherfolk and indigenous people; and promote community based stewardship of natural resources;
Reflect environmental and social costs in prices of goods and services to discourage overconsumption and waste and influence ecologically smart behavior;
Promote education and awareness raising on environmental issues within government and in schools, communities and workplaces; and
Enhance the capacity to enforce environmental regulations.

Mankind is living beyond its means with an extremely unequal distribution of natural resource use. Especially in the global north, overconsumption and resource waste has exceeded acceptable levels. Existing economic conditions in the north often lead to market distortions, which promote the degradation and waste of natural resources. However, even countries in the global south can no longer ignore that while everyone has the right to development, the old, resource-intensive, fossil-fuel dependent development model offers no development perspective for the majority of humankind. Within the next five years, the international community should agree on how much the absolute global consumption should be reduced by 2050.
We call for
 The inclusion of the human right to decent work in the Post-2015 Agenda, focusing on gender equality at work, equal pay for equal work, living wages, combating the global increase in youth unemployment, equitable access to work, especially for marginalized groups, and prohibiting child labor.

 From 2015 onwards, the establishment of a key indicator to calculate every country’s natural resource consumption (i.e. Raw Material Consumption (RCM) or ecological footprint along with a national water, land, and CO2 footprint).

 By 2020, the abolition of environmentally harmful subsidies, in accordance with Aichi Target 3 expressed in the CBD Strategic Plan.

 By 2030, a reform of the tax system where the extraction of certain raw materials and/ or the use of specific resources is taxed with an eco-tax that is regularly adjusted to the appropriate, real tax rate, accompanied by a restructuring of the tax system aiming at lower taxes for labor and higher taxes and charges for environmental and resource consumption.

 By 2030, a worldwide implementation of permanent resource recycling, in which the design and manufacture of products follows principles that ensure thriftiness, efficiency, longevity, reusability and recycling; a landfill ban on organic, plastic, and recyclable matter; raising awareness of waste as a resource; as well as a global national agreement on waste for the comprehensive collection of secondary raw materials, financed by producers and distributors.

 By 2025, a global ban on plastic bags distributed free of charge and non-deposit plastic bottles paired with the establishment of reusable systems through effective taxation or bans at the national level as well as higher resource efficiency.

 By 2020, a 100% social, ecological, and just public procurement that establishes life cycle costs for a fixed period of time as well as resource conservation as key criteria in procedures and provides transparent and easily accessible information on public procurement process.

A Whole World SDG:
• A Sustainable Earth Footprint
• And method for thoughtfully managing earth systems

We have always needed an SDG for reducing our global footprint, in a way that would thoughtfully manage world economic systems to do so. The secret to it is having a method for informing businesses, consumers, investors, regulators and market, all the economic decision makers, on what their own and each other’s decisions result in.

We now have good scientific methods that are constantly improving for matching economic choices and economic footprints.
• LCA (Life Cycle Assessment) accounts for the traceable impacts of individuals and
businesses
• EF (Ecological Footprint) measures national renewable resource use using trade
statistics.
• EI (Economic Impact) Combines traceable impacts by any method with shares of
untraceable impacts for measurable ESG factors, using shares of GDP as end user
shares of responsibility for total production and consumption impacts going into GDP.

We also have improving understanding of their long term costs. If collected for implementing the SDG’s, that information can be used to quite rationally steer decision making for the markets, giving regulators, investors, businesses and consumers a good understanding of what their decisions cost.

Combining traceable and shares of untraceable impacts that way “internalizes all externalities”. That makes the World SDG easy to define, with a goal of having all impacts approach their own limits, safely, and within all recognized cultural, economic and planetary boundaries.

It would work by:
• Matching shares of GDP with shares of the Economic Impacts that end user production
and consumption cause
• Attributing societal economic costs to those impacts with measurable costs.
• Push science to learn how to do this better and better, so work on individual
SDG’s can be done in balance with the World.

It would take effect by:
• Assessing measurable impact costs attributable to individual causes to those responsible
• and the balance… to everyone else by their share of GDP, as an implied global
environmental obligation and debt.
For
• Poverty - caused by increasing resource demands driving up resource costs unsustainably
• Societal costs of industrial farming from pollution and depletion to destabilizing
traditional communities and deforestation
• Climate change - showing everyone that the enormous cost of inaction will come
directly out of their own pockets.
It is widely recognized humanity is far from living sustainably, having already living well beyond the carrying capacity of the earth. Clearly we need a well-defined SDG to reduce our global footprint.

In this video, Mr Vergragt emphasises that consumerism is not an individual responsibility, but enshrined in the prevalent economic and cultural systems, which are therefore to be addressed in order to fight unsustainable consumption and resulting inequalities.

The recommendations on sustainable consumption and production (SCP) and climate change mitigation presented here have been compiled from four civil society consultations conducted by UN-NGLS from 2012-2013: a teleconference-based consultation that resulted in the report Advancing Regional Recommendations on the Post-2015 Agenda; an online consultation on four post-2015 reports to the Secretary-General; an online consultation for the High-level Panel on the Post-2015 Agenda; and a teleconference and meeting-based consultation on the UN Secretary-General’s Sustainable Energy for All Initiative. A list of organizations that participated in these consultations is available here. Recommendations regarding climate change financing will not be addressed in this brief as the Co-Chairs of the OWG on SDGs have specified that discussions regarding sustainable development financing for the post-2015 development agenda will be handled by the Intergovernmental Committee of Experts on Sustainable Development Financing (ICESDF). There is a clear need to give priority to sound chemicals management in the Sustainable Development Goals. The latest studies by the World Health Organization (WHO) show that 60% of global disease burden is due to Non Communicable Diseases, and it is estimated that a large share of these are due to environmental factors, including unsound management of chemicals. NCDs such as breast cancer – where the environmental determinants are increasingly recognized – are strongly on the increase, in particular in Africa. The Millennium Development Goals did not address NCDs nor their chemical determinants. Head of states agreed at the WSSD in Johannesburg in 2002 on a global goal to eliminate hazardous chemicals in consumer products by 2020 in order to protect public health. However, the goal is off track. Hazardous chemicals are omnipresent and contaminate local communities, not only in consumer products, but also in workplaces, food chains, water and the environment.

COMMENT ON TST ISSUES BRIEF ON SCP:

The TST Issues Brief is informative and has a good approach. The list of activities to achieve SCP includes a lot of relevant issues. But two are missing that should be considered as well:
- Public procurement: where regulation and/or financial instruments are not available or not practical to promote sustainable production and consumption patterns, public authorities can trigger such patterns by mobilising their purchasing power. Large scale and predictable demand for environmentally and socially sound produced and functioning products and services support investments in such production and scale up frontrunner practices.
- Sustainable natural resource management: while resource efficiency is a key element of SCP, as regards natural resources it not only matters how much are being used, but also how they have been extracted, how that extraction has impacted the ecosystems they come from. Producing natural resources has to be done in sustainable ways, minimising and where possible preventing the undermining of related ecosystems which often have a multitude of functions for society. Sustainable natural resource management is in many life-cycle approaches not sufficiently included, so it requires special attention.

Note: The High Level Group of Eminent Persons Report proposes, as one of the 5 national targets under Global Goal nr. 9 (Manage Natural Resource Assets Sustainably): “Increase consideration of sustainability in x% of government procurements

9a. Publish and use economic, social and environmental accounts in all governments and major companies
9c. Safeguard ecosystems, species and genetic diversity

The paper provides delegates with a policy analysis of the UN mandate of SCP as an “overarching objective” of SD, the various options for including SCP in the SDGs, and the advantages and disadvantages of each option. It then provides basic principles for reflecting SCP from developed and developing country perspectives, and some framework for targets and indicators. It is not meant to take any particular position but to support delegates with a historical and scientific analysis upon which they can then develop their own positions.

Humanity is now facing intertwined crises, such as emerging resource use or increasing inequalities, which are driven by the reliance on fossil fuels to power economic growth and to maintain the current unsustainable consumption a production patters; fundamental changes in international policy responses are urgently needed. We need to ensure that all human being fits in the environmental space capped by overconsumption and underlined by the level of dignity. Therefore, energy use limitation should be put in place worldwide in line with the proposals of the Tough contraction and convergence scenario proposed by the UN International Resource Panel, which would lead to an economic transformation from fossil fuel-based system to a sustainable model. Therefore, CEEweb urges the Steering Committee, Members and Contributors of the 7th Meeting of the Open Working Group to consider in the SCP related debates energy use limitation and the proposed Non-renewable energy entitlement scheme as the starting point for how the necessary absolute reduction can be achieved globally.

This paper makes the case for why sustainable consumption and production should be integrated into the post-2015 development agenda, as well as setting out practical proposals for what SCP-related targets might be, divided among the likely themes for post-2015 goals. It is evidence-based, drawing on the latest literature and evidence to explain why achieving sustainable development demands a decisive, global shift to sustainable consumption and production. The paper aims to increase collaboration within civil society and with other actors on this agenda.
